Research On The Withdrawal Mechanism Of Rural Homestead In Helinger County

Rural homestead is a special institutional arrangement with guarantee property in China’s land system,it is very important to the farmers which has a welfare nature.But,now the phenomenon of homestead waste and idle is very serious,there are many common phenomenon such as one family has multiple homesteads,the scale of the homestead is too large,the rural population has decreased but the homestead area has not decreased,which seriously wastes the limited land resources.From the side,this phenomenon also has a contradiction with the unbalanced current situation of land supply and demand.In a word,in order to achieve the goal of reforming the rural homestead system,it is need to explore the establishment of a mature rural homestead withdrawal mechanism.This paper takes the rural homestead reform pilot area Helinger County as the research object.Questionnaire survey was used to investigate the willingness of local farmers to withdrawal the rural homestead,and on the basis of investigation,binary Logistic regression model was used to empirically analyze the influencing factors.The results show that: Whether the family members work outside the country,Whether agree the medical conditions can be improved after withdrawal from the homestead,Whether agree the children’s education can be improved after withdrawal from the homestead,Whether agree with others felt that the withdrawal from the homestead was meaningful,which has a positive impact on the farmers’ withdrawal from the homestead.And Whether agree it is difficult to guarantee the employment after quitting the homestead,number of families,Whether agree the withdrawal compensation standard is unreasonable,Whether agree that because of the traditional ideas are unwilling to quit homestead,which has a reverse impact on the farmers’ withdrawal from the homestead.Further analysis shows that the combination of positive and negative factors leads to the low willingness of local farmers to withdraw from rural homestead,the root cause is lack of reasonable rural homestead withdrawal mechanism.Based on this,the paper proposes to explore the establishment about "incentive-constraint-supporting-guarantee" coordinated development of rural homestead withdrawal mechanism system in Helinger County.The incentive mechanism includes incentive mechanism and compensation mechanism for rural homestead withdrawal;The constraint mechanism includes paid use of rural homestead and withdrawal deposit of rural homestead;The supporting mechanism includes strengthen the publicity of rural homestead withdrawal policy,and further promote the work of determining and certifying the right of rural homestead;The guarantee mechanisms includes improve employment,housing,medical care,old-age care and education for rural households that have retired from homestead.In order to promote the economical and intensive use of rural land resources,promote urban and rural overall development.
