| In the context of the three-year action of state-owned enterprise reform,focusing on the reform and development of state-owned enterprises,building a market-oriented management system to enhance the core competitiveness of enterprises.2019 after the formal reorganization and merger to establish the City Investment A Group,the number of employees,the number of company management,the type of business operation,etc.has increased sharply,and the enterprise management faces serious challenges.After three years of corporate development,the contradictions in corporate management have become more and more prominent,and the core of corporate management is people and management.In order to solve the difficulties encountered by the development of Group A at present,we should first solve the problem of people.The core of human resources is talent,which is the most basic element for the organization to carry out its activities.In order to solve the problem of human resource allocation within the organization,it is necessary to make effective and reasonable allocation of the first resource "human resource" in order to free Group A from the management dilemma,to improve the effectiveness of the reform,to further the sustainable development of enterprise management,and to gradually form a new pattern of market-oriented operation.The research object of this thesis is the human resource allocation of Group A.In accordance with the logic of raising the problem,analyzing the problem and solving the problem,this thesis firstly introduces the current situation of human resources allocation of Group A from the current situation of human resources allocation.Secondly,based on the theories related to the matching of human and job positions,the theory of hierarchy of needs,etc.,through the observation method,combined with questionnaires and interviews to understand several problems that exist in Group A,mainly including the three major aspects of mismatch between the number,structure and quality of personnel and positions.Again,the reasons for the problems are analyzed,mainly the backward HR management model;the lack of clear and scientific HR planning;the historical reasons of the enterprise;and the inadequate matching mechanism of people and positions.Finally,countermeasures and suggestions are put forward in a targeted manner from enhancing the effectiveness of HR department’s work,formulating scientific HR development planning,carrying out organizational restructuring,reforming job setting and salary system,and improving the man-post matching mechanism.The purpose is to study the human resource allocation of Group A,help Group A to solve the current management problems,improve the effectiveness of enterprise management,enhance the competitiveness of the enterprise market,and thus improve the efficiency of the enterprise.The research on human resource allocation problems and countermeasures of Group A in this thesis can timely identify and solve the problems in human resource management that exist in the group at present,and can provide reference opinions for the decision-making level,and at the same time can provide reference for similar local state-owned platform companies. |
