| In recent years,the major banking cases reported by the China Banking Regulatory Bureau mainly focus on commercial bribery,credit approval,large project loans and other projects,and most of the people involved are grass-roots bank employees.It is one of the key points of internal risk control and management that the grass-root employees in important fields and key positions violate the rules and commit crimes.As the risk events caused by bad behaviors such as collusion between internal and external bank staff and cashing out by credit card continue to rise,it is urgent to implement effective control on the behavioral risks of employees from the perspective of internal control.This paper takes S Bank as the research object and analyzes the typical risk cases in key fields and key positions of S Bank over the years as well as the behavioral risk motivations of grassroots employees.Through internal data review and case analysis,it is found that the supervision and evaluation mechanism of S Bank in risk management is ineffective,information and communication is not smooth,internal control is mere formality,there are loopholes in risk assessment and internal control confusion.The main reason lies in the problems of S Bank,such as the importance of performance over education,the importance of form over system,the importance of understanding over assessment,the importance of operation over management,and too many uncontrollable factors and lagging management means.In this paper,employee behavioral risk of S Bank is divided into 5 second-level risk management indicators including internal control compliance,examination and approval,employee individual consciousness,business management and inspection and supervision,and13 third-level risk indicators including content management risk,system implementation risk,and professional skill risk,and a risk identification model is established.Then,the grey fuzzy comprehensive evaluation method was used to conduct quantitative evaluation on the behavioral risk factors of S bank employees,and the final evaluation score of S bank employees’ behavior was calculated to be 6.612 points,5 points higher than the average,falling in the area between high risk and medium risk.Finally,according to the quantitative results of risk identification and evaluation,the internal control method is adopted to put forward management measures from the aspects of putting education guidance in the first place,improving the construction of internal control system,establishing incentive and restraint mechanism,improving the daily employee behavior risk management mechanism and innovating internal control channels.Based on the perspective of internal control,this paper studies the behavioral risk management of grassroots employees in domestic commercial banks,which plays a positive role in the development of internal management of commercial banks.At the same time,the results of the research and analysis can plug the loopholes of risk prevention and control management in cases,strengthen the construction of enterprise compliance information culture,and standardize the behavior of employees.It is of great significance for the bank to effectively improve its compliance management ability,consolidate operating results and promote the effective development of various businesses. |
