Study On Performance Audit And Evaluation System Of Special Financial Funds For Entrepreneurship

In 2014,The State Council issued the call of "mass entrepreneurship and innovation",and in response to the "mass entrepreneurship and innovation" policy,the national government also gave a series of top-level institutional support,and innovation and entrepreneurship activities across the country have become a common trend.In mid-September 2022,the "Innovation Boosts Growth Drivers and Entrepreneurship Boosts Employment" campaign was officially launched.Many provinces have taken active steps to promote entrepreneurship and innovation.In order to better serve start-up companies,local governments have successively issued a series of special opinions and corresponding guidance documents,giving great support to the level of capital policy.Through the tilted system and policy support,various startups and small and micro companies have won further development,and the regional economy has injected new vitality factors.Among them,the pioneer park,as an important carrier of enterprise innovation and mass innovation,is also an important platform for policy implementation,playing a key role in the wave of innovation and entrepreneurship,and the resulting problems related to the performance audit and evaluation system of special funds have also attracted more attention.Therefore,it is necessary to study the subject in this field.In addition,the current domestic and foreign research on the entrepreneurial financial capital performance audit evaluation system is relatively limited,the research perspective is relatively narrow,so it is necessary to further expand the research.From this point of view,the research on the performance audit evaluation system of special financial funds for entrepreneurship can further enrich the existing research results,improve the results and efficiency of venture capital audit,and bring certain references to the actual work of the government and related enterprises.This paper mainly uses case analysis method.Based on the introduction of the background of this paper,the performance audit of the 2016-2017 special fund for entrepreneurship in H Pioneer Park in C City is introduced as a case to carry out an in-depth study.After elaborating relevant theories and concepts,it comprehensively expounds the current situation of H Pioneer Park in C City and the performance audit evaluation system of financial funds.At the same time,combined with the balanced scorecard tool,it includes the audit results and audit business processes,etc.,thus forming a relatively complete audit evaluation index system with four dimensions.Based on AHP fuzzy comprehensive evaluation method,the corresponding evaluation model is created,and combined with MATLAB tool,further processing the index.Set a reasonable set of comments,obtain the scoring values of H Pioneer Park fund audit in various dimensions,and summarize the final score values.By studying the results,the desired conclusions are obtained.On the basis of sorting out the research,it is not difficult to find that H Pioneer Park has produced a lot of problems worthy of attention in the financial fund performance audit evaluation system.For example,the audit objective is not clear enough,the audit content is one-sided,the index dimension design is not reasonable,the evaluation system is not sound.On the basis of focusing on these problems,the paper gives corresponding suggestions to solve them,including refining audit objectives,optimizing audit content,changing audit concepts,improving system standards,etc.,hoping that this study can bring some references and inspiration to the audit of H Pioneer Park and other similar special funds in the country.
