Research On The Welfare Effect Of Rural Household Homestead Consolidation In Hebei Province

Homestead has always provided the most basic housing security function for farmers.With the rapid development of urbanization,rural labor force outflow,people leave the house empty,hollowing phenomenon is serious,the homestead is also idle waste,there is a huge potential for consolidation.In this context,the country carried out the reform of the homestead system to improve the utilization rate of land.Hebei Province launched the pilot reform of the homestead system in 2020,actively carried out a series of homestead consolidation work,such as the withdrawal,transfer and standardized management of the homestead,so as to revitalize the idle homestead and give play to its property function.The welfare of farmers brought by homestead consolidation is the practical basis for the smooth promotion of subsequent homestead consolidation work,and research on it is helpful to promote the smooth progress of homestead system reform.In view of this,this paper takes peasant households participating in homestead consolidation as the research object.Based on the analysis of the current situation of homestead consolidation in Hebei Province,and based on the feasible ability theory of Amatiasen,the evaluation index system of peasant household welfare effect is constructed from six aspects:economic status,personal development,living conditions,social security,living environment and mental health.Based on the field survey data of Dingzhou City,Xingtai City,Xindu District and other four places,the fuzzy comprehensive evaluation method was adopted to calculate the changes of the welfare of the overall farmers and farmers in different locations before and after the homestead arrangement,and the difference of the welfare level among farmers under different location characteristics and its influencing factors were analyzed,so as to put forward relevant countermeasures and suggestions for comprehensively improving the welfare of farmers and balancing the welfare gap between regions.The main conclusions of this paper are as follows:(1)There are still some problems in the promotion of homestead consolidation,such as farmers’ lack of awareness of relevant policies,difficulties in the paid use of homestead and the delayed release of policies;(2)The welfare level of farmers participating in homestead consolidation has been effectively improved,and there is still a large space for improvement of social security,with good welfare status in five aspects:living environment,mental health,personal development,living conditions and economic status;(3)The overall welfare level of rural households in remote mountainous areas has improved significantly.From the perspective of various functional activities,the economic welfare has not improved much,and the social security welfare has decreased.(4)The overall welfare of rural households in the suburban plain was improved.From the perspective of various functional activities,the improvement of individual development and mental health welfare was less,while the improvement of social security welfare was obvious;(5)There are similarities and differences in influencing factors of farmers’ welfare changes after homestead consolidation in villages of different locations.The property income increased after homestead consolidation has a significant positive effect on the welfare changes of rural households in remote mountainous areas and rural households in suburban plain.The education level has a significant positive impact on the welfare changes of rural households in remote mountainous areas,while the proportion of household expenditure and the area of homestead have a negative impact on the welfare changes of rural households in remote mountainous areas.Age,ownership of urban housing and homestead area have significant positive effects on the welfare changes of rural households in suburban plain.The innovations of this paper are as follows:(1)Establish an evaluation index system for the welfare effect of farmers before and after homestead consolidation,measure the welfare changes of farmers from six aspects:economic status,personal development,living conditions,social security,living environment and mental health,and comprehensively reflect the impact of homestead consolidation on the welfare of farmers in all aspects;(2)Systematically study the homestead consolidation mode(homestead withdrawal,circulation,standard consolidation,etc.)and farmer’s welfare.First,the overall situation of farmers’ welfare changes before and after homestead consolidation is calculated,and then the changes and influencing factors of farmers’ welfare levels before and after homestead consolidation in different locations are compared and analyzed,so as to provide reference for improving farmers’ welfare levels.
