| In all levels of government in our country,the township government is the most important part to people,and the Financial Department of each township is the most basic and important part of government finance,the budget management in the township finance is the capital premise and strength guarantee for the township government to carry out all kinds of work.Through the boudget funds arrangement,implementation and other management processes,we can accurately understand the government’s economic operation and the government’s key work direction,and study the scientific way of financial budget management,can better promote the township government’s work progress.This paper takes the budget management of the Shengze Finance Bureau as the research object,and makes a systematic analysis of the current situation of Shengze’s financial budgeting,budget execution,fund performance and so on,at the same time,taking into account the economic and social environment,financial operation,budget management and other practical conditions of Shengze,combined with the contents of the questionnaire,the problems of shengze’s budget managemant are the unreasonable budget compilation,the deviation in implementation and the low fund efficiency.we will carry out the causes from both theoretical and practical levels,the causes are imperfect system and process,lax management control and performance evaluation is not in place.and makes reference to the typical advanced cases of the financial budget management of villages and towns in China,in order to improve the efficiency and scientificity of budget management in Shengze,this paper puts forward the following main countermeasures and suggestions:1.Strengthening the implementation of the system,improving the process of budget compilation,2.Standardizing the budget implementation,strengthen the management and control of Budget Implementation 3.Strengthen performance concept,improve the budget performance evaluation mechanism. |
