With the deepening of economic globalization and enterprise internationalization,as well as the rapid development of information technology,enterprise information began to become the unity of operation mode and the one of core factors of enterprise decision control.This prompted major multinational companies to seek lower cost,high efficiency,and standardized management to adapt to the rapid changes.Under this conditions the new service management mode-Shared Service Center(SSC)gradually became a new favor of many large enterprises.In the early 1980 s,Ford established the world’s first financial sharing service center.Since then,the sharing service center became another breakthrough management method after outsourcing,business process reengineering,comprehensive quality management.With the rapid development of information technology,the enterprise operation mode and the enterprise management mode have appeared qualitative innovations and changes.Therefore,how to further improve the management level and management efficiency of the enterprise sharing service center has become a very practical research.This paper studies the current situation of BW China Shared Service Center,.Based on reviews of the domestic and foreign literature,here discusses the 11 D operation management system,to explore the shared service center,and to disclose issues into human resource management,business process management and information system management.After analysis,the main reasons are identified such as organizational mismatch and limited promotion channel,insufficient performance management system,difficulties to break through barriers,lack of motivation and technical ability for continuous improvement,and data dispersion and poor information system compatibility.The middle and senior managers interviewed for the locking problem.Through the application of transaction cost theory,professional division of labor theory and process reengineering theory,targeted optimization suggestions are put forward in combination with mature cases in the industry.This research on the operation countermeasures of BW China Shared Service Center can provide not only optimization solutions for the problems existing in BW China Shared Service Center,but also a basis for other enterprises to enter into the shared service center,and some reference for the optimization of the shared service center already in operation.
