Research On The Performance Evaluation System Optimization Of Entry-exit Inspection And Quarantine Of Lanzhou Customs

With the rapid development of China’s economy,the demand for government service capacity is getting higher and higher.The construction and improvement of responsible,innovative and service-oriented government has become the trend and goal of government reform.Performance management,as an important tool to optimize organizational structure and improve organizational efficiency,has been more and more introduced into the reform of government institutions.At the same time,the pace of foreign trade and opening-up is also accelerating,increasing the complexity of entry-exit inspection and quarantine work,and putting forward higher requirements for its professionalism and efficiency.As a public department of administrative law enforcement,the Customs improves and optimizes the capacity of entry-exit service by introducing and improving performance management for entry-exit inspection and quarantine,so as to ensure the security of the country and the development of regional economy.Therefore,this paper intends to optimize the performance evaluation of Entry-exit inspection and quarantine of Lanzhou Customs under the guidance of performance management and other theories,aiming at improving the inspection and quarantine service capacity and efficiency of Lanzhou Customs.First of all,this paper comprehensively uses the methods of qualitative interview and quantitative research to deeply understand and sort out the current performance evaluation methods of Lanzhou Customs entry-exit inspection and quarantine,and insight,diagnosis and analysis of the problems and causes of the current performance evaluation system.Secondly,under the guidance of the theoretical framework of balanced scorecard,the performance evaluation index system of Lanzhou Customs entry and exit inspection and quarantine is explored and constructed,which comprehensively covers multiple dimensions such as administrative law enforcement,customer satisfaction,internal process,learning and growth.Thirdly,through the analytic hierarchy process and Delphi method,to determine the weight of performance evaluation indicators,and optimize and improve the performance evaluation workflow and content.Finally,the performance evaluation measures of Lanzhou Customs entry-exit inspection and quarantine are put forward from the support of management,the attention of cadres and staff,and the application of evaluation results.It is expected that in the new performance evaluation work,the efficiency of inspection and quarantine of Lanzhou Customs can be further improved,which will lay a foundation for Lanzhou Customs to guarantee the security of the country and promote the development of China’s export-oriented economy.
