Since the implementation of China’s urban housing system reform,the rapid development of the real estate industry has promoted the rapid growth of housing provident fund loan business.From the perspective of the whole industry,before 2015,the amount of housing provident fund loans granted nationwide was less than trillion yuan per year,maintaining a small and stable growth until 2015.Since 2015,there has been a significant growth.In that year,the amount of housing provident fund loans granted nationwide exceeded trillion yuan,and the personal loan rate increased from 61.53% at the end of 2010 to 80.80%.With the increase of housing provident fund loan business,from the end of 2010 to 2020,the amount of overdue loans increased from 190 million yuan to2.197 billion yuan,and the average overdue amount of a single overdue loan increased from 6400 yuan to 95900 yuan.Especially since 2015,the overdue rate of personal loans has risen rapidly from 0.12 ‰ to 0.35 ‰,up nearly 200%.In recent years,due to the impact of the new crown epidemic,the housing provident fund loan business is facing more and more risk challenges.The overdue rate of personal loans in housing provident fund loan business in City B is rising year by year,and the importance of risk management is obvious.This paper takes the housing provident fund loan business in City B as the research object,based on the three theories of comprehensive risk management,information asymmetry,and internal control,uses focus group interview to collect risk data,and then calculates the weights of the three risk impact factors of the housing provident fund loan business in City B before,during,and after the loan through the analytic hierarchy process,Put forward the risk points and countermeasures in each link of the operation of housing provident fund loan business in City B.The study found that the housing provident fund management center in City B had the following risks in the whole loan business process:first,the risk of housing developers,second,insufficient information investigation before the loan,and third,the risk of collateral;In the loan: first,the audit is a mere formality;second,the staff’s operational level is limited;third,there is a lack of risk early warning mechanism;After loan: First,the post loan management was not paid enough attention;second,the assessment system was not perfect;third,the penalties for overdue loans were very light.In view of the problems and risk points found,according to the actual situation of the Housing Provident Fund Management Center of City B,some practical risk control measures were proposed,mainly including: First,strengthen the project access review of developers,second,expanding the external information collection channels,and third,strengthening the review of collateral;In the loan: first,improve the construction of internal control system;second,strengthen the team construction and build a high-quality talent team;third,improve the data control verification function of the information system;Post loan: First,strengthen post loan management;second,establish a scientific accountability mechanism;third,establish a strict punishment mechanism for dishonesty.It is hoped that the research in this paper will improve the overdue rate of personal loans of the Center,promote the smooth operation of the provident fund loan system,and have a certain reference significance for the risk management of the entire housing provident fund industry.mechanism,and the third is to establish a severe punishment mechanism for dishonesty.After the implementation of the optimized risk management system,it is expected to reduce the overdue rate of central loans,promote the smooth operation of the provident fund loan system,and have certain reference significance for the risk management of the entire housing provident fund industry.
