| With the complex and diverse forms of fund management,cash pool has become the recognized management mode with the highest level and efficiency of fund utilization,which is adopted by more and more group enterprises and listed companies.But only the listed companies in 2019,bank of Beijing xidan subbranch of a bank,have to reply with the new fund collects the account balance and does not have told the collection has been parent kang group occupy,Kant’s actual funds available on the new company account is zero,the supervision department of the capital market and such group enterprise through cash pool occupy large funds of listed companies pay close attention to events.At the same time,China’s letter of confirmation business is still in the primary stage of paper letter of confirmation,most commercial banks and the relevant internal control of the letter of return operation is relatively weak,also do not keep special attention to the emerging cash pool model of the letter of return business,leading to the credibility of the bank letter of confirmation,which was considered to be reliable evidence in the past.Since 2020,with the strong promotion of relevant regulatory departments,a series of new regulations have been announced and implemented to standardize the operation of banks’ reply letters,and a clear plan has been put forward for the centralized processing of confirmation letters and the construction of confirmation system in the next step.Based on the new regulations of letter of confirmation,Z Bank has carried out changes in the business process of letter of return and optimization of relevant internal controls.Based on the above problems,this paper conducts a study on the effectiveness of Z Bank’s internal control of reply under the cash pool mode from five aspects through literature analysis,case analysis and questionnaire survey.Firstly,it analyzes the cash pool business of Z Bank and the processing flow of the return business under the cash pool mode.Secondly,it introduces the internal control system of Z Bank’s return business and its operation,and finds out the problems existing in Z Bank’s return business under the mode of cash pool.Third,through the construction of the evaluation of the effectiveness of internal control indicators and secondary indicators,using the analytic hierarchy process and fuzzy comprehensive evaluation method to determine the evaluation results of internal control;Fourthly,the effectiveness of internal control of return business under the cash pool mode is analyzed.Finally,the research conclusions and relevant countermeasures are drawn.Through the above research,this paper draws the following conclusions :(1)the internal control system of the return letter business in the cash pool mode of Z bank is well designed and operates,but it still faces a small amount of risks;(2)Enhance the business management of the cash pool model,strengthen the attention to the return letter business,and reduce the possibility of the risk of the return letter operation from the source;(3)Optimize the internal control environment,message system and communication mechanism,and improve the level of internal control at the entirety level;(4)In the process of replying letters,special attention should be paid to complex business at all times,attention should be paid to the cultivation of employees’ awareness of compliance operation,and the competency of the post should be ensured,and risk management and process management should be strengthened;(5)The improvement of risk assessment and internal supervision can realize the maintenance of the effective operation of internal control in the whole process.On this basis,this paper puts forward suggestions to improve the internal control of Z Bank from the entirety level of internal control and the return business process level under the cash pool mode,hoping to further improve the effectiveness of the internal control of the return business under the cash pool mode and ensure the quality and efficiency of the bank’s confirmation. |
