Research On The Cultivation Of New Professional Farmers For Returning Migrant Workers In Henan Province

"Let agriculture become a promising industry,let farmers become attractive jobs,and let the countryside become a beautiful home where people can live and work in peace and contentment",which was first put forward in the first Central Document of2018.Among them,farmers are undoubtedly the main force of rural revitalization.The traditional farmers who are self-sufficient and only capable of farming can no longer meet the requirements of modern agriculture.Therefore,it is necessary to accelerate the cultivation of new professional farmers to promote the development of agricultural modernization.As a large agricultural province with a large population,Henan Province is also a demonstration province to promote the overall cultivation of new professional farmers.With the needs of social development and economic construction,the cultivation of new professional farmers in the development of agricultural modernization is increasingly surging.In addition,in recent years,there is a back flow trend of rural labor in Henan province,a large number of returning migrant workers provide a lot of potential cultivating object,combined with government support for returning migrant workers to become new professional farmers,therefore,the research on the cultivation of new professional farmers for returning migrant workers in Henan Province is necessary,has far-reaching significance.Based on the theory of labor force transfer,human development theory and human capital theory,this paper studies the cultivation of new professional farmers for returning migrant workers in Henan Province with the help of appropriate research methods,such as literature research,questionnaire survey and comparative research.Firstly,by reading a large number of literature and consulting relevant materials,this paper studies the favorable and unfavorable factors of returning migrant workers to become new professional farmers.Through a questionnaire survey in three pilot counties of new professional farmer cultivation in Henan Province,which have been included in the Ministry of Agriculture,the present situation and problems on the cultivation of new professional farmers for returning migrant workers were found out.Then,according to the problems,the cases of relevant areas in China are compared and studied,including Nanjing City,Yongzhou City and Yancheng City,and the experience of training new professional farmers for returning migrant workers in Henan Province is summarized.Finally,basing on those problems,referring to the domestic experience and combining with the local situation of Henan Province,this paper summarizes the countermeasures and suggestions on the cultivation of new professional farmers for returning migrant workers in Henan Province from the three directions of cultivation object,cultivation institution and government.Firstly in terms of cultivating object,it is not only to improve recognition of professional farmers,but also to select suitable cultivating object.Secondly in terms of training institutions,it is to strengthen the teachers troop construction and management,develop the content of cultivation,and innovate cultivation mode.Thirdly in terms of government,it is not only to strengthen the propaganda of policy guidance,but also to strengthen the management of the use of funds.
