Policy Effects Evaluation Of Long-term Care Insurance

With the continuous expansion of the total number of elderly people in China,the current situation of population aging is becoming increasingly serious,which is not only caused by the characteristics of unbalanced and irreversible development,but also caused by population conditions such as "old and unhealthy".The high medical expenses of the elderly make China face the dual risks of the old-age medical care system and community development.Therefore,it is necessary to pay more attention to the current situation of population aging and take effective measures to solve this problem as soon as possible.The government is trying to take effective measures to protect the health and safety of the public,and the long-term care insurance system came into being.In 2015,China proposed for the first time to build a long-term care insurance system in line with the current national conditions,and further increased the number of pilot cities and improved the content of basic policies in four years,with a view to building a sound institutional framework during the14 th Five-Year Plan of China,to meet the needs of the multi-directional,diversified and global conditions of the former economy and population aging.Since the construction of the first batch of long-term care insurance pilot cities in China was launched in 2016,and by the expansion of the second batch of pilot cities in 2020,the number of long-term care insurance provinces,districts and cities has increased to 28,and the long-term care insurance system has also been constantly improved and optimized.In2021,the National Medical Security Administration and the Ministry of Civil Affairs of China released the Evaluation Standard for Long-term Nursing Disability Level(Revised),which provides more comprehensive and fair medical care for the personnel in need of nursing.There are differences between the new disability evaluation standard and the evaluation standard used by the original pilot provinces and cities,and the provincial and municipal evaluation standard is required to be adjusted to the direction of comprehensive evaluation standard,so that the national long-term nursing insurance disability evaluation standard tends to be unified,and the adjustment of disability standard lays a certain foundation for the national development of the long-term nursing insurance system in the later stage.This study found that: first,the proportion of the disabled population increased under the comprehensive evaluation criteria,and the proportion of the slightly and severely disabled population increased significantly.By 2030,the total disabled population was about156 million,1.52 times that of 2022;Second,long-term care insurance has a reducing effect on medical expenses,which reduces personal annual medical expenses by about 30%;Third,according to the current two plans of Chengdu and Qingdao,the demand for fund size will be about 283.131 billion yuan and 425.655 billion yuan by 2030,an increase of 49% and47.8% compared with 2022,and the burden of long-term care insurance fund will be increasing.The cost-benefit analysis shows that long-term care insurance has positive significance for the sustainability of medical insurance funds.The research in this paper will provide important basic theoretical support for the evaluation criteria and system construction of long-term care insurance,and put forward feasible policy measures for government departments to promote the effective interaction between long-term care insurance and medical insurance.First,the purpose of the study is to improve the policy effect of long-term care insurance and promote the nationwide development process of long-term care insurance system;Second,While developing disability compensation,promote the development of preventive measures,and expand the positive impact of long-term care insurance system;Third,encourage the development of commercial long-term care insurance and form a complete long-term care insurance system;Fourth,continue to promote the optimization of disability assessment standards and build a national disability assessment database;Fifth,promote the development of the overall industrial chain of nursing services and improve the quality of nursing.
