Research On The Impact Of Digital Trade Barriers On The Global Value Chain Position Of China’s Manufacturing Industry

At present,in the background of the increasing development of information and co mmunication technology,data itself has become an important factor of production.Digit al trade has developed rapidly and become an important force to promote the economic development of countries around the world.China is a big manufacturing country but no t a strong one.It has always been at the middle and lower end of the division of labor in the global value chain.With the rapid development of digital trade,digital trade barriers will increase the trade cost of manufacturing enterprises,inhibit technological progress a nd innovation,and hinder the rise of global value chain position.This paper studies the effect of digital trade barriers on the position of Chinese man ufacturing industry in the global value chain,whether digital trade barriers will affect th e position of Chinese manufacturing industry in the global value chain,and puts forward corresponding policy enlightenment.Based on Wang et al.’s(2022)research,this paper first obtained the 3D GVC division of labor data of our manufacturing sector by using th e Asian Development Bank(ADB)2021 Input-Output Data,and then calculated the GV C position index of our manufacturing sector.Digital trade barriers hinder the division o f labor in China’s manufacturing global value chain by increasing the cost of trade and in hibiting technological progress and innovation.Empirical results show that digital trade barriers negatively affect the position of China’s manufacturing global value chain.This paper studies the influence mechanism and finds that digital trade barriers can influence the position of China’s manufacturing industry in global value chain by raising trade cos t and hindering technological innovation effect.The results of heterogeneity test show th at digital trade barriers have different inhibitory effects on the global value chain positio n of different factor-intensive manufacturing industries.Compared with resource-intensi ve,digital trade barriers have more significant inhibitory effects on labor-intensive,tech nology-intensive and capital-intensive industries.In the robustness test,the overall inhib itory effect of digital trade barriers on the rise of the global value chain position of Chin a’s manufacturing industry is stable,with electronic transaction restrictions and infrastru cture and connectivity restrictions more significantly impeding the position of China’s m anufacturing industry in the global value chain.This paper proves that digital trade barriers will hinder the rise of Chinese manufac turing in the global value chain,and puts forward policy implications for the developme nt of China’s digital trade barriers.China should strengthen laws,regulations and policy research in the field of digital trade,improve the digital trade tariff system,promote digi tal technology progress and innovation,attach importance to the cultivation of professio nal talents,establish the rules of the NTB system of digital trade,strengthen China’s voi ce in international digital trade rules,promote the development of digital trade value cha in,and promote China’s manufacturing industry’s rising status in the global market.
