Shandong Province Agricultural Insurance And Credit Coordinated Development Evolution And Inter-provincial Differences

Shandong Province is not only a big province of agriculture,but also a strong province of agriculture.If agriculture prospers,the countryside prospers,and the country prospers.Rural revitalization can not be separated from agricultural modernization and agricultural modernization can not be separated from the development of rural finance.Although Shandong Province has made certain development in rural finance in recent years,it still cannot fully meet its needs as a large agricultural province.For example,problems such as low depth and density of agricultural insurance,financing difficulties of agricultural projects,guarantee difficulties,mortgage shortage and so on have been troubling the development of agricultural economy in Shandong Province.Therefore,to accelerate agricultural modernization and promote the development of rural finance,we must promote the cooperative development of agricultural insurance and agricultural credit.Based on the data of agricultural insurance and agricultural credit in the past 10 years from 2011 to 2020,this paper explores the collaborative development and evolution of agricultural insurance and credit in Shandong Province and the regional differences among large agricultural provinces.On the one hand,it combs the related research,concept and theoretical basis of agricultural insurance and agricultural credit,explores their mechanism of action and the development status of Shandong Province;On the other hand,on this basis,the index system of agricultural insurance and credit system is constructed,the weight of each index is determined by entropy method,and the synergistic development and evolution of the two are discussed by coupling coordination degree model and grey correlation analysis.Combined with the relevant data of 14 large agricultural provinces in recent 10 years(2011～2020),the coupling level is calculated by provinces and cluster analysis is carried out.Explore regional differences and obtain development countermeasures.In the vertical and horizontal analysis and summary of their collaborative development.The results show that the overall development level of agricultural insurance and agricultural credit in Shandong Province is on the rise,but the overall level is not high,especially the development level of agricultural insurance is obviously lower than that of agricultural credit.The coupling degree of the two is basically in the moderate coupling stage,ranking not high among 14 large agricultural provinces.The coupling coordination degree has evolved from low coupling coordination to moderate coupling coordination,and is at the middle level among 14 large agricultural provinces,with great room for improvement.The development level of agricultural insurance is significantly lower than that of agricultural credit for a long time,which seriously restricts the coupling and collaborative development of the two.Therefore,it is the key to take effective measures to improve the development level of agricultural insurance.By improving the financial support of agricultural insurance,strengthening the publicity of agricultural insurance knowledge,improving the awareness and recognition of farmers,and promoting the steady development of agricultural insurance.At the same time,in order to promote the coordinated development of agricultural insurance and agricultural credit more effectively,we should strengthen interaction and mutual promotion,establish a perfect mechanism,implement effective incentive measures,realize effective information sharing,and constantly innovate agricultural insurance and agricultural credit products,so as to stimulate the vitality of development,provide farmers with high-quality services,promote the development of agriculture and realize the revitalization of rural areas.
