Research On The Policy Of Cutting Taxs And Administrative Fees In Chifeng City

Cut taxes and administrative fees is a major decision made by the Party Central Committee with Comrade Xi Jinping as the core to deepen supply-side structural reform and promote high-quality economic development.It is a major measure to lighten the burden on enterprises,stimulate the vitality of market subjects,promote industrial upgrading and optimize the tax system structure.Chifeng City,is a semi-central city and the first population city in Inner Mongolia Autonomous region,its economic characteristics and industrial structure are representative in the underdeveloped areas of the central and western regions.Thus,this article took Chifeng City as the main research subject,it has a certain reference significance for the promotion and implementation of cut taxes and administrative fees in the whole Inner Mongolia Autonomous Region and even the whole country.First of all,in order to lay the foundation for the follow-up research,this paper expounds the research background and significance,combs the relevant literature at home and abroad,based on a detailed understanding of the geographical situation,economic development and tax revenue development of Chifeng City,and will be sorted out in stages to cut taxes and administrative fees in recent years.Secondly,the database used for this article including taxation data,financial data as well as statistical yearbook data.And using the methods of literature analysis,a combination of qualitative and quantitative analysis,comparative analysis and empirical analysis.This paper explores the impact of the cut taxes and administrative fees policy on Chifeng’s economic growth,economic operation,tax structure,industrial structure,and improvement of people’s livelihood,and considers whether the cut taxes and administrative fees policy has played a supporting role in Chifeng’s economy,and whether it has really achieved the expected results of stimulating consumption,optimizing structure,and assisting enterprise innovation before the implementation of the policy,Through the analysis,it is found that the cut taxes and administrative fees policy can promote the economic growth,stimulate consumption,increase investment,optimize the tax system structure and industrial structure,and also have a certain impact on the promotion of employment,small and micro enterprise development,regional development and enterprise innovation.Therefore,the cut taxes and administrative fees policy can promote the development of Chifeng in many ways,and we should continue to vigorously implement the cut taxes and administrative fees policy.According to the research on the effect of the policy of cutting taxes and administrative fees in Chifeng City,it is found that there are still some problems in the process of implementing the policy,such as the change of macro tax burden is not significant,and some policy effects tend to weaken.Therefore,combined with the taxpayer satisfaction survey in 2020 and the author’s own practical work experience,this paper further analyzes the causes of the problems,and puts forward relevant improvement suggestions from the aspects of local finance,relevant policies and tax departments,which has a certain reference significance for the implementation of the next related work in Chifeng City,and has a certain practical significance to promote the stable development of local economy.
