| As the main suppliers of scientific and technological achievements,Key&Core Technology enterprises have become the key to the realization of Innovation driven development strategy goals.Only by effectively transforming scientific and technological achievements can they make substantial contributions to innovation driven development.accurately evaluating the efficiency of technological achievement transformation and proposing countermeasures to improve efficiency are of significant theoretical and practical significance.As a typical representative of Key&Core Technology enterprises with numerous technological achievements,Western Superconducting Technologies Co.,Ltd.has not yet been systematically studied for its efficiency of technological achievement transformation.Therefore,this paper takes Western Superconducting Technologies Co.,Ltd.as the research object,evaluates its efficiency of technological achievement transformation,identifies factors that hinder the improvement of its efficiency,and proposes countermeasures,hoping to provide reference for improving the efficiency of technological achievement transformation for Western Superconducting Technologies Co.,Ltd.Firstly,this paper reviews the current research progress on the evaluation indicators and methods of technological achievement transformation efficiency,and integrates relevant theories on technological achievement transformation mechanism and network EBM model.Secondly,a study of Western Superconducting Technologies Co,Ltd.,analysed in terms of conversion and conversion efficiency profiles,to identify its problems.Then,the technological achievement transformation process of Western Superconducting Technologies Co.,Ltd.is divided into two stages,and an evaluation indicator system is constructed from the input and output perspectives based on the characteristics of the two stages,and the EBM model is selected to evaluate the TE,PTE and SE of western superconducting and 14 sample enterprises in the same industry vertically and horizontally.It is found that the transformation efficiency of western superconducting scientific and technological achievements fluctuates greatly,and the overall level belongs to the lower middle.Combined with projection analysis,it is found that input redundancy is the main reason why the transformation efficiency of western superconducting scientific and technological achievements is not DEA effective,and the fundamental reason for investment redundancy is that Western Superconducting Technologies Co,Ltd.neglects to manage R & D investment resources.Thirdly,based on the above analysis,it is concluded that the Western Superconducting Technologies Co,Ltd.has the following problems: First,the lack of an evaluation system for technological achievement transformation efficiency.Second,the inability to adjust the allocation of technological achievement transformation resources in response to external environmental changes in a timely manner.Third,severe waste of technological resources in the process of technological achievement transformation,with only the focus on achievements,without considering investment.Finally,this article proposes the following countermeasures to address these issues: Improving the evaluation system for technological achievement transformation efficiency.Enhancing the ability to proactively respond to external environmental changes.Optimizing the structure of technological resource inputs.This paper evaluates the transformation efficiency of western superconducting scientific and technological achievements.Then,the paper puts forward corresponding countermeasures,which has reference value for western superconducting to improve the transformation efficiency of scientific and technological achievements.Besides,the paper enriches the related research on the transformation of scientific and technological achievements of Key&Core Technology enterprises.It will help to to promote the development of the industry. |
