| The Agricultural Development Bank of China(hereinafter referred to as the Agricultural Development Bank),as the only agricultural policy bank in China,has always been committed to serving the development of agriculture,rural areas,and farmers.In recent years,it has made significant contributions to poverty alleviation,rural revitalization,and agricultural and rural modernization.With the increasingly rapid economic and social development of our country,in order to meet the major strategic needs of the country,the Agricultural Development Bank of China needs to implement higher development standards.The article conducts research on the operational efficiency of the Agricultural Development Bank’s support for agriculture funds,analyzes the constraints,and proposes policy recommendations to enhance the support for agriculture by agricultural policy banks and contribute policy financial strength to the work of "agriculture,rural areas,and farmers".Guided by the stakeholder theory,imperfect competition market theory,resource allocation theory and market failure theory,the article defines the concept of operating efficiency of agricultural support funds of the Agricultural Development Bank of China by combing and summarizing the research achievements of domestic and foreign scholars on policy finance,bank operating efficiency,factors affecting bank efficiency,bank efficiency research model,evaluation of agricultural support funds,etc,Analyze the current situation of the fund operation of the Agricultural Development Bank of China for supporting agriculture,and conduct a comparative study on the relevant data of the Agricultural Development Bank of China and ICBC,ABC,Bank of China,CCB and other large commercial banks in L region from 2017 to 2021.Take the number of employees,fixed assets,operating expenses as input indicators,interest income,total deposits and loans,and net profit as expected output indicators,and non-performing loans as unexpected output indicators,excluding GDP growth rate,market concentration ratio Under the influence of external environmental factors such as establishment years and random variables,a three-stage SBM-DEA model is constructed to compare the operational efficiency of agricultural support funds in Agricultural Development Bank L Branch horizontally and vertically.The operational efficiency of agricultural support funds in the entire Agricultural Development Bank system is mapped based on the operational situation of grassroots agricultural support funds,and a Tobit model is constructed to analyze the factors that affect the operational efficiency of agricultural support funds,such as asset quality,cost control ability,asset allocation,and innovation ability,Finally,draw conclusions and policy recommendations.Based on the analysis of the current situation of the operation of the Agricultural Development Bank’s support for agriculture funds and empirical research on grassroots banks,it is found that the effect of the Agricultural Development Bank’s support for agriculture is relatively significant,but there is still room for improvement,mainly manifested in the shortcomings of resource allocation management,the need to strengthen risk tolerance,and the need to optimize cost coordination and control.The following suggestions are proposed for the Agricultural Development Bank:firstly,pay attention to the balance between talent resources and quality,and the balance between the quality and quantity of business scale Balancing input and output allocation,institutional operation and management,and continuously optimizing resource allocation;The second is to enhance risk tolerance by preventing and controlling risks,resolving risks,and strengthening internal and external regulatory response measures;The third is to expand the channels of funding sources by increasing the proportion of fiscal deposits,effectively utilizing bond financing,and reasonably absorbing social funds;The fourth is to persist in promoting reform,further clarify the division of responsibilities,strengthen financial cooperation,and fully fulfill policy functions. |
