Over the past four decades,China’s poor people have decreased by about 800 million,accounting for 75%of the number of global poverty reduction in the same period.Regardless of whether it is the world standard or the current poverty standards in China,China’s poverty reduction rate and the scale of poverty reduction are unprecedented.Although my country has eliminated extreme poverty in 2021,this is not the end of China’s poverty reduction.In the future,it is necessary to further eliminate "relatively poor" on the basis of consolidating the results of poverty alleviation.The major results achieved by rural poverty reduction in my country are inseparable from the strong support of fiscal support agricultural policy and rural inclusive financial policies.Only while continuously improving the financial system and rural inclusive financial system mechanism,strengthen the synergy effect of the two can we get rid of the "high-level trap" after getting rid of the "middle income trap".This article first sorts out the concepts of fiscal support for agriculture and rural inclusive finance,and proposes three research hypotheses based on the analysis of the mechanism of fiscal support for agriculture and rural inclusive finance,as well as their synergistic poverty reduction effects;Secondly,starting from the analysis of the current situation of financial support for agriculture,inclusive finance and poverty reduction,this paper empirically analyzes the impact of financial support for agriculture,inclusive finance in rural areas and their synergy on poverty reduction by constructing a fixed effect model based on panel data of 167 prefecture level cities in China from 2011 to2020,and verifies the hypothesis put forward previously;Thirdly,in order to study the reliability of the conclusions drawn from the fixed effect model,this paper also established a quantile regression model to further explore the impact of financial support for agriculture,rural inclusive finance and their synergy on rural residents’ per capita disposable income under different income levels.The research results indicate that:(1)overall,there is no synergistic effect between fiscal support for agriculture policies and inclusive financial policies;(2)Both fiscal support for agriculture and inclusive finance have a promoting effect on poverty reduction among rural residents,and inclusive finance policies have a more significant effect on poverty reduction in rural areas than fiscal support for agriculture policies;(3)The synergistic effect of fiscal support for agriculture and rural inclusive finance can promote rural poverty reduction in the eastern region,but cannot promote rural poverty reduction in the central and western regions;(4)Financial support for agriculture expenditure cannot alleviate the poverty problem of farmers in the eastern region,but can alleviate it in the central and western regions;(5)Rural inclusive finance can effectively reduce poverty among rural residents in the eastern,central,and western regions;(6)The synergy of fiscal support for agriculture and inclusive finance in poverty reduction has failed to achieve results at any income level for farmers.Based on this,this article proposes corresponding countermeasures and suggestions: In terms of financial support for agriculture,it is necessary to optimize the investment direction of agricultural funds,improve the efficiency of financial fund utilization,and strengthen the construction of fund supervision system;In terms of rural inclusive finance,we need to enhance rural inclusive financial services,enrich financial products,and improve the rural credit reporting system;In terms of the synergy between fiscal support for agriculture and rural inclusive finance,fiscal support for agriculture and rural inclusive finance policies should closely cooperate in terms of goals and content,establish a normalized mechanism for discussing and exchanging information on fiscal support for agriculture and rural inclusive finance policies,further strengthen the synergy mechanism between fiscal support for agriculture and rural inclusive finance,and enhance the driving role of fiscal support for agriculture and rural inclusive finance in improving the income level of rural residents.
