Research On Benefit Compensation Of Grain Production In Jilin Province Under The Background Of Grain Security

Ensuring national food security can effectively prevent and resist all kinds of risks and challenges,achieve stable economic development,social stability and harmony.The report of the 20 th National Congress of the Communist Party of China pointed out that we should "improve the mechanism for ensuring the income of grain farmers and the mechanism for compensating the interests of major producing areas,so as to ensure that the rice bowl of the Chinese people is firmly in our own hands".This year,the central No.1 document proposed to "improve the benefit compensation mechanism for major grain-producing areas,increase the scale of reward funds for major grain-producing counties." Against the backdrop of the global COVID-19 pandemic,persistent regional military conflicts and frequent natural disasters,China’s market has been running steadily,food supply is relatively adequate,and food prices have been basically stable.On the basis of ensuring the sown area of cultivated land and grain output,we will continue to strengthen research on policies related to benefit compensation for grain production,so that major grain-producing areas,major grain-selling areas and production-marketing balanced areas can jointly shoulder the responsibility for grain security,which will better cope with the new situation and challenges facing grain production.Based on the background of ensuring food security,this paper focuses on the research on the benefit compensation policy of grain production in Jilin Province.Using the theory of public goods,the theory of externality and the theory of regional division of labor and cooperation,this paper elaborated the objective fact that Jilin Province,as a major producing area,bears a large number of food security responsibilities while providing positive external benefits to the society and positive economic benefits to non-major producing areas.It is suggested to continuously improve the benefit compensation policy of food production.We will innovate the modes of horizontal and vertical regional cooperation and gradually reverse the imbalance of interests in grain production.Through visiting and investigating grain farmers in some areas of Jilin Province,to understand their satisfaction and opinions and suggestions on benefit compensation policies.By visiting the staff of Changchun agricultural and rural system and food and material reserve system,this paper understands the current situation and existing problems in promoting the implementation of benefit compensation policy,further analyzes the reasons behind it,and puts forward policy suggestions for guaranteeing the benefit compensation of food production in Jilin Province from the perspectives of grain main marketing area,central government and Jilin Provincial government.This is helpful to improve the benefit compensation policy of grain production in Jilin Province.
