| Housing provident fund personal housing loan to solve the problem of employee house purchase with low interest rate loan,while favored,the scale of personal housing loan business has surged,the risk of loan is becoming increasingly complex,how to effectively control the risk of housing provident fund personal housing loan is the current research focus.This paper takes the risk management of personal housing loans of Zhangye Housing Provident Fund as the research object,identifies and analyzes the risk factors in the current loan business after a large number of field research and analysis research,comprehensively uses the fuzzy comprehensive method and analytic hierarchy method to evaluate the risks,and puts forward the control strategy of the risk management of personal housing loans of the Housing Provident Fund,in order to improve the practical effectiveness of the risk management of personal housing loans of Zhangye Housing Provident Fund.Firstly,the current situation of personal housing loan business of Zhangye Housing Provident Fund is investigated and studied,and based on the perspective of risk management theory and internal control theory,the operation mode of the management center and the current situation of loan business are analyzed,and the specific measures taken are analyzed.The current state of loan risk management is reflected from the objective data consulted and the results of subjective questionnaires conducted.Secondly,based on reviewing relevant literature,field research,Delphi method and other methods,through the analysis of the business processes before,during and after the loan,it is found that there are six problems and difficulties in the risk management of personal housing loans of the housing provident fund: liquidity risk,borrower credit risk,policy implementation risk,housing consumer market risk,internal control risk,and post-loan management risk.Thirdly,the analysis hierarchy method is used to evaluate the risk factors of the loan,and according to the evaluation level of the risk points of the Zhangye Provident Fund personal housing loan constructed above,a risk gradation model from high to low is established,the weight of each risk factor is evaluated,and finally the total ranking and consistency test are carried out.Using the fuzzy comprehensive evaluation method at the same time,experts and managers are invited to score each evaluation level for a single risk factor,judge the risk level of the risk factor,and finally calculate the risk assessment value of each risk factor according to the single-ranking weight value of the previous risk factor,and screen out the risk factors with higher rating score for analysis.Finally,in view of the risk factors with higher assessment value proposed above,a risk management control strategy for personal housing loans is proposed,the implementation priorities are clarified,and safeguard measures are established.By analyzing and researching the risk management of housing loans in the management and operation of Zhangye Housing Provident Fund,this paper empirically proves the feasibility and applicability of the combination of fuzzy comprehensive evaluation(FCE)and analytic hierarchy(AHP)models,which can provide experience and reference for the risk management of similar housing loans. |
