In recent years, rapidly developing digital technologies have had a significant impact on global GDP and digital trade.Throughout the course of its development, data flow has played a vital role in injecting vitality into GDP growth. However, progress in digital services trade still faces some challenges and obstacles, such as highly localized data requirements and insufficient data privacy protection measures. These issues have led to reduced smoothness in digital services trade, increased transaction costs, and funding requirements. Therefore,it is necessary to thoroughly comb through and explore the obstacles and barriers in digital services trade in the context of poor regulatory levels,in order to promote trade development and improve the effectiveness of digital services trade cooperation.Firstly, this article organizes and analyzes the existing relevant literature and research on "digital service trade" and "barriers to digital service trade".Then,we further clarify the definition, manifestation, and characteristics of international digital service trade, and systematically expound the evolution trend of the assessment system for barriers to digital service trade. In addition,by analyzing the influencing factors of the export scale of international digital service trade,we believe that barriers to digital service trade will have a negative impact on the export scale and reduce the export scale of international digital service trade. At the same time,we also believe that the level of economic development, geographical location, and language factors will all have an impact on the export scale.Subsequently, this article uses a benchmark regression model to test the above hypotheses, and conducts robustness analysis on the benchmark regression model to ensure the reliability of the results.Furthermore,we also conduct heterogeneity analysis through sample regression.Building on the above, this article proposes the following five suggestions: 1.Establish a warning system for barriers to digital service trade;2.Improve relevant laws and regulations related to digital service trade and the circulation of digital elements;3.Formulate more proactive policies to advocate for the free flow of cross-border data;4.Strengthen the protection of intellectual property rights in digital service trade;5.Promote the construction of international digital trade rules that are in line with the interests of developing countries.
