Countermeasures And Suggestions On The Adjustment Of Agricultural Industrial Structure In Shishou City Under The Background Of Rural Revitalization Strategy

Since the reform and opening up,the agricultural development has made great achievements,mainly reflected in the improvement of farmers’ living standards,the supply of agricultural products is greatly enriched,and the agricultural modernization has made substantial progress.At the same time,the agricultural sector is facing more and more new problems,such as the serious decline of soil quality,agricultural non-point source pollution is becoming increasingly serious,the price of agricultural products at home and abroad inverted market,especially the unreasonable industrial structure,has seriously restricted the high-quality development of agriculture.The report to the 19 th and 20 th CPC National Congresses clearly put forward the rural revitalization strategy,which represents a historic opportunity for the work concerning agriculture,rural areas and farmers.How to promote the adjustment of agricultural industrial structure under the background of rural revitalization is a major practical problem.In recent years,Shishou has vigorously implemented the strategy of rural revitalization and further promoted the adjustment of agricultural industry structure.Characteristic industries such as duck frog rice,western melon and shrimp rice have developed rapidly.The per capita disposable income of rural residents has reached20,937 yuan,the rural ecological environment has been continuously improved,and the construction of rural civilization has made new breakthroughs.However,due to many reasons,there are many problems in the agricultural industry structure in Shishou City,which restrict the high-quality development of agricultural industry in Shishou City.In order to study how to promote the adjustment of agricultural industry structure in Shishou and promote the high-quality development of agricultural industry in Shishou under the background of rural revitalization,this paper analyzed the agricultural industry structure of Shishou during 2015-2021 based on a large number of literature and combined with field visits and interviews,and found out the existing problems in the agricultural industry structure of Shishou.If the level of agricultural science and technology is low,there are only 62 employees in agricultural technical service institutions,and the average staff of each township agricultural technical station is only 1-2 people;Agricultural scale advantage is insufficient,lack of large-scale industrial base;Agricultural production conditions are not good,the effective utilization coefficient of farmland irrigation water is only 0.52;The role of leading enterprises is not obvious,only 96 agricultural enterprises;The overall agricultural benefit is low,the per capita disposable income gap between urban and rural residents is large,and so on,and put forward the countermeasures and suggestions should be taken to adjust the agricultural industry structure in Shishou City.In general,the adjustment of agricultural industrial structure in Shishou should follow the principle of "one core,three changes and five acceleration" : "One core" means that the adjustment of agricultural industrial structure should be carried out around the core goal of "high quality and high efficiency";"three changes" refers to the transformation of industrial thinking,industrial function and production mode;and "five acceleration" refers to the acceleration of the high-end industry,the acceleration of product branding,the acceleration of the development of industrial parks,the acceleration of green production and the acceleration of business operation.Specific to each industry: the structural adjustment direction of planting industry is to stabilize the rape industry,strengthen the shrimp rice,duck frog rice and other characteristic industries,and vigorously develop the fruit and vegetable industry;The structural adjustment direction of animal husbandry is to vigorously promote green livestock and poultry breeding,strengthen brand construction,vigorously develop livestock and poultry processing industry,improve the safety inspection system of livestock and poultry products;The direction of fishery structure adjustment is to stabilize the main industry,strengthen the brand,cultivate the main body and innovate the mode;The direction of structural adjustment of forestry is to emphasize ecological restoration,enhance the ability to supply high-quality forest products,build the ecological culture system of forestry,and improve the ability of forestry management and protection.These countermeasures and suggestions are of great significance for optimizing the agricultural industry structure and promoting the high quality development of agriculture in Shishou City,and also provide relevant basis for adjusting the agricultural industry structure in other areas.
