Research On Fiscal And Taxation Policies To Promote Industrial Synergy In Beijing-tianjin-hebei

The coordinated development of Beijing-Tianjin-Hebei is an important part of our country’s current regional development strategy.In the coordinated development strategy,the coordinated development of industries is very essential.The Beijing-Tianjin-Hebei three places are adjacent,optimizing the industrial layout of the three places,and boosting the coordinated development of industries,which is propitious to boost the economic structure adjustment and long-term sustainable development among all three parts of Beijing-Tianjin-Hebei.Since 2014,the mid-term goal of coordinated development has been basically completed,the overall size of the resident population is controllable,the progress of non-capital function relief is obvious,the layout of regional integrated transportation networks has basically taken shape,the function of industrial linkage development has begun to appear,and the construction of "one core,two wings" and networked spatial pattern has been accelerated,and a new situation of coordinated development and mutual benefit and win-win results in Beijing-Tianjin-Hebei has been initially formed.However,there are still many problems in the current situation of the Beijing-Tianjin-Hebei industry,such as the significant phenomenon of construction,the obvious fault of the industrial chain,the difficulty of industrial upgrading,and the lack of innovation,etc.,and the current fiscal and taxation policies that promote the coordination of the Beijing-Tianjin-Hebei industry are certainly lacking,and the orientation is not significant,which is not benefit to the formation of the market integration pattern and the coordinated development among the industry.Therefore,this article focuses on how fiscal and taxation policies can better boost the coordinated development among the Beijing-Tianjin-Hebei industry.In this paper,the literature research method,comparative analysis method,qualitative and quantitative methods are combined to analyze the present situation and existing problems of the coordinated development of the Beijing-Tianjin-Hebei industry.It is pretty essential to narrow the economic gap among the three places.Therefore,this paper is aimed at analyzing the present situation and existing deficiencies of the fiscal and taxation policies to boost the coordinated development among industries in three places,some exemplary enlightenment for the future coordinated development of industries in Beijing-Tianjin-Hebei has been drawn.Finally,combined with the current situation and inadequacies of the current fiscal and taxation policy system,fiscal and taxation suggestions to promote the coordinated development of Beijing,Tianjin and Hebei are put forward,such as giving full play to the guiding role of fiscal and taxation policies to promote the adjustment of the industrial layout and the formation of an integrated pattern in Beijing-Tianjin-Hebei,improving the fiscal and taxation benefit-sharing mechanism through horizontal tax distribution and vertical fiscal transfer payments,and promoting tax collection and management in the three places.This paper makes a more in-depth study on promoting the integration of the three industries,and explores the innovative fiscal and tax policies to promote the coordinated development of industries in Beijing,Tianjin and Hebei,which provides a new idea for establishing a more reasonable fiscal and tax system.
