In the process of social and economic development,energy plays an important role and is the driving force and material basis of social progress and economic development.China’s energy resources are relatively insufficient.With the rapid development of economy and society,the demand for energy from all walks of life is increasing day by day,and the problem of energy shortage has gradually emerged.The Chinese government’s energy conservation management in the industrial field has lasted for half a century,and has achieved certain results,but also faces many challenges.The contradiction between the fast economic development mode and the rigid constraints of energy,resources and environment is becoming more and more serious.In September 2021,the central committee of the CCP state council about the complete and accurate to fully implement the new concept of development to do a good job of carbon of peak carbon neutral opinion ",asked local governments and related enterprises to actively promote the implementation of the strategy of comprehensive managing,the saving energy resources to carry out the social and economic work of each link,strengthen technological innovation,reduce the energy consumption per unit output,Constantly improve the efficiency of input and output.Vigorously develop green economy and low-carbon economy,popularize the principle of simple and moderate life,form effective carbon emission control valves from the source and entrance,effectively control the consumption of resources and energy,and achieve sustainable development of social economy.Under the background of China’s comprehensive promotion of carbon peak carbon neutrality,this paper adopts literature review method,comparative research method and interview research method to study how to optimize the industrial energy conservation management policy in Tianjin,hoping to promote the realization of the "dual carbon" strategic goal by optimizing the industrial energy conservation management policy.According to the current situation of industrial energy conservation management policy in Tianjin,the energy conservation management policy is divided into mandatory energy conservation policy and incentive energy conservation policy.The formulation,implementation process and implementation effect of the policy were studied.It is found that there are shortcomings in the implementation of mandatory energy conservation management policies in industrial energy conservation management policies,the difference characteristics of assessment are not obvious,the implementation process of energy conservation policies is distorted,the support of public finance for energy conservation work is not enough,the implementation effect of some policies in the field of energy conservation services is not good,and the lack of coordination among various energy conservation policies.Analyze the question reason,through to the Japanese industrial energy efficiency good experience for reference,put forward the further improve industrial mandatory energy saving management policy binding,optimization of energy saving policy formulation and implementation path,strengthen financial policy support energy efficiency,optimize the policy making process and transmission path,to set up the policy implementation effect evaluation system,etc. |
