Influence Of Digital Trade Rules On Digital Service Trade

As a new form of trade,digital service trade has profoundly changed the current international trade trend and is an important driving force for the development of global trade.The discussion of digital trade rules surrounding digital service trade is an important part of current trade agreement negotiations among countries.The content of digital trade clauses in regional trade agreements will have a profound impact on the development of digital service trade between contracting parties.Based on the relevant research content of other scholars,this article explores the impact of digital trade rules on digital service trade.It mainly analyzes and compares the current situation of digital service trade and digital trade rules,and analyzes the theoretical mechanism of the impact of digital trade rules on digital service trade,And select the transnational panel data between the world’s major digital services trade exporters and their major digital services trade partners from 2005 to 2019 to carry out empirical analysis.Based on the above analysis process,this article mainly concludes that the improvement of the level of digital trade terms between exporting and importing countries can promote the proportion of digital service trade exports in the total export volume of service trade.For the analysis and testing of the impact mechanism,this article believes that trade costs and regulatory levels are two important influencing paths.On the one hand,the improvement of the level of digital trade terms can reduce the trade costs in digital service trade.The reduction of trade costs can enable more and more digital service enterprises to engage in digital service trade,further expanding the export of digital service trade;On the other hand,the improvement of the level of digital trade terms can narrow the regulatory gap between exporting and importing countries,improve the overall regulatory level of exporting and importing countries,provide convenience for digital service enterprises to engage in digital service trade,and promote the development of digital service trade.For heterogeneity analysis in the digital service trade sector,an increase in the level of digital trade terms can promote an increase in the proportion of insurance and financial services,other commercial services,and personal entertainment services in service trade,but it will reduce the proportion of ICT services in service trade,and there is no significant impact on financial services and intellectual property usage fees;In the heterogeneity analysis of digital trade terms,except for data and related facility localization terms,the improvement of the level of other digital trade terms can significantly promote the increase in the proportion of digital service trade in service trade;In the analysis of the heterogeneity of import country types in digital service trade,when the import country type is a developed economy,the promotion effect brought by the improvement of digital trade terms is greater.Based on the above analysis process and research conclusions,this article has the following suggestions for the future development of digital service trade: firstly,countries should continue to pay attention to the discussion of high-level digital trade clauses under regional trade agreements,promote the achievement of high-level digital trade clauses,and promote international cooperation in the field of digital trade;Secondly,countries should promote the construction of domestic regulatory systems in the field of digital service trade,form an effective and complete domestic regulatory framework,and promote the development of digital service trade while safeguarding their own network security;Thirdly,actively promote global digital economic and trade exchanges,pay attention to the development of global digital service trade,and achieve inclusive development of digital service trade;Fourthly,promote the deep integration of digital technology with various trade departments,continuously expand the forms of digital service trade,and enhance the impact of digital trade terms on trade.
