Research On The Influence Of Policy-oriented Agricultural Insurance On The Food Security

China is an enormous country with a population of 1.4 billion people.Solving the problem of feeding our people is an eternally important topic.Since the 18 th Party Congress,the Party Central Committee has turning ensuring food security in China as one of the top priorities in governance.As an important policy tool to strengthen agriculture in China,policy-oriented agricultural insurance plays an important role in reducing agricultural risks,promoting farmers’ productivity and income,and ensuring the food security of China,etc.The central government has consecutively issued 18 "No.1 " documents that focusing on the "three rural issues" since 2004,emphasizing the significance of creating policy-oriented agriculture insurance and implementing the rural revitalization plan.It is of great practical significance to study the impact mechanism of policy-oriented agricultural insurance on China’s food security,to encourage the establishment of high-quality policy-oriented agricultural insurance,to better serve the "three agricultural" industries and to guarantee national food security.Based on previous studies on policy-oriented agricultural insurance and food security,this paper analyzes the conceptual connotation and current situation of policy-oriented agricultural insurance and food security in China,and argues that policy-oriented agricultural insurance has an impact on China’s grain production and grain cultivation structure from two perspectives: pre-disaster subsidies and post-disaster compensation.This paper proposes two hypotheses:(1)policy-oriented agricultural insurance can promote the increase of food production;(2)policy-oriented agricultural insurance can influence food production by changing the food cultivation structure and food yield structure of farmers.After a fixed effects and random effects regression analysis using STATA software on panel data from 2007 to2019 of 31 provinces,cities and autonomous regions in China,it was concluded that the results of the empirical analysis were consistent with the hypothesis.The following conclusions are drawn:(1)policy-oriented agricultural insurance has a positive effect on promoting food production and ensuring food security in China;(2)Policy-oriented agricultural insurance has a significant impact on adjusting the cultivation structure and yield structure of food.The following suggestions are made:(1)improving the policy-oriented agricultural insurance system;(2)optimizing the subsidy standard and improve the level of food security;(3)improving and perfecting the agricultural insurance catastrophe risk system.
