Research On The Supervision Issues And Countermeasures Of The Production Mutual Aid Agricultural Cooperatives In Yubei Distric

As a new type of agricultural operation and an important driving force for economic and social development in rural areas,farmers’ specialized cooperatives have developed vigorously with the encouragement and support of the government,increasing their number of registrations and expanding their areas of operation.Since2020,Yubei District has actively developed the "Production Mutual-aid Agricultural Joint-stock Cooperative",which integrates production,supply and marketing and capital mutual-aid.They guided the village collective and villagers to invest in shares with financial funds,personal funds and land management rights,because they took it as an important measure to solve the "Three rural" problems.At the same time,there are still many risks and problems in the development of mutual agricultural stock cooperatives.Perfecting the regulatory system and improving the supervision efficiency of the "Production Mutual-aid Agricultural Joint-stock Cooperative" is crucial for promoting their standardized development.This paper takes the regulation of "Production Mutual-aid Agricultural Joint-stock Cooperative" in Yubei as the research object.Through combing the domestic and foreign literature,the author found the research direction,clarified the research ideas,clarified the core concepts,and then,under the guidance of the Public Interest Theory and the Responsive Regulatory Theory,carried out an investigation and research on the regulatory situation of the "Production Mutual-aid Agricultural Joint-stock Cooperative" in Yubei District,found the problems,analyzed the causes,and put forward countermeasures and suggestions.The whole study is divided into six chapters.Chapter 1 describes the background and significance of the research of the "Production Mutual-aid Agricultural Joint-stock Cooperative".On the basis of combing the domestic and foreign government regulatory theory and agricultural cooperative regulatory theory and regulatory practice,it clarifies the research ideas,methods and innovation of this paper.Chapter 2 defines the core concepts of agricultural cooperatives,production mutual-aid agricultural stock cooperatives,Cooperative regulation,expounds the Public Interest Theory and Responsive Regulatory Theory,and discusses the adaptability of relevant theories in this study.Chapter 3 briefly introduces the general situation of "Production Mutual-aid Agricultural Joint-stock Cooperative" in Yubei,and then briefly summarizes the regulatory policy,regulatory subject,regulatory content and current regulatory effect.Chapter 4,based on field visits,questionnaires,and interviews,identifies regulatory issues and analyzes their causes.Chapter 5 proposes targeted countermeasures and suggestions based on the problems and causes.Chapter 6 draws conclusions and prospects.The main conclusions of this paper are as follows:(1)Regulation has played a good role in promoting the law-abiding operation and smooth operation of Production Mutual Agricultural Stock Cooperative in Yubei.(2)Problems such as unclear division of labor among the supervision subjects,insufficient coordination between the government departments,poor internal supervision effect,and the failure of social supervision function,which restrict the improvement of supervision efficiency.(3)The main causes of regulatory problems are the lack of overall design of regulatory mechanisms,overlapping regulatory elements in government departments,insufficient internal regulatory personnel and technical strength,and insufficient social regulatory motivation.(4)Building a government led multi entity collaborative supervision system,implementing differentiated supervision strictly based on credit rating,paying close attention to "strengthened internal supervision",and giving play to the role of third-party entrusted supervision are effective ways to improve the regulatory effectiveness of Yubei District’s production mutual aid agricultural stock cooperatives.This article has some innovations in the research content and perspective: Yubei District Production Mutual Aid Agricultural Stock Cooperative is an innovative exploration under the background of national rural revitalization and "three changes" reform.At present,theoretical circles have little research on this new type of cooperative that integrates production cooperation,supply and marketing cooperation,and capital cooperation,and have not paid enough attention to the regulatory issues involved.Therefore,under the guidance of theory and combined with empirical analysis,this article proposes to build a multi-agent collaborative regulatory model of government,cooperatives and industry associations,hoping to provide experience for relevant research in other regions.There are still some shortcomings in this study.On the one hand,China’s market entities do not have a strong sense of self regulation,social organizations and industry associations are underdeveloped,and the effectiveness of collaborative regulation advocated by the responsive regulatory theory is not well measured.On the other hand,the survey data are incomplete and the recommendations made may not be entirely accurate.
