The development of the times puts forward higher requirements for innovation,which in turn can promote the development and progress of the times.Innovation is the first driving force of economic development and the strategic support for building a modern economic system.China’s implementation of the innovation-driven development strategy has also proved the important role of innovation in economic development,and innovation should be placed at the core of the national development strategy.The report of the 20 th National Congress of the Communist Party of China once again emphasizes that science and technology must be the first productive force and innovation the first driving force.With the advent of the networked society,China is facing a critical period of social transformation.The traditional innovation model has been greatly impacted and challenged,and the business environment of enterprises has undergone tremendous changes.Enterprise innovation often faces various kinds of resistance,such as technological knowledge spillover,a large number of copycat products emerging,and so on.The income of enterprise innovation has been cut,the motivation of enterprise innovation has been greatly affected,and the phenomenon of "innovation malfunction" has occurred from time to time.How to effectively warn the innovation malfunction in the networked society is crucial to promoting economic development.At the same time,the networked society involves enterprises,governments,third-party regulatory agencies and other innovation entities.Compared with the traditional environment,the enterprise technological innovation has the characteristics of multi-agent participation.Therefore,how to improve the innovation power and competitiveness of enterprises in the networked society is an urgent problem to be studied.To sum up,this paper studies the early warning and governance of technological innovation malfunctions of enterprises in the networked society from the perspective of multiple subjects,mainly from the following three aspects:(1)The early warning of innovation malfunction in the networked society based on FOA-SVM.Based on the relevant principles of risk early warning,this paper defines the connotation and formation mechanism of innovation malfunction early warning at the enterprise level,refines the influencing factors of innovation malfunction from three dimensions of market malfunction,system malfunction and evolution malfunction,and establishes an innovation malfunction early warning indicator system.In addition,the paper establishes a multi classification FOA-SVM model to identify innovation malfunction by combining support vector machine and Drosophila optimization algorithm,and uses CRITIC objective weighting method to determine the early warning limit of innovation malfunction.Finally,the paper selects the innovation data of 100 enterprises to verify the classification early warning effect of the model.The research shows that FOA-SVM model has high classification accuracy and low misjudgment rate for high innovation malfunction,which can achieve accurate classification and early warning for innovation malfunction.Finally,this paper puts forward relevant countermeasures and suggestions to prevent innovation malfunction and reduce innovation malfunction losses.(2)Analysis of the mechanism of technological innovation malfunction in networked society from the perspective of multiple subjects.This paper considers that the third-party regulators and the government jointly supervise enterprise innovation,endows the role of multiple subjects,starts with the innovation mechanism in the networked society,and establishes a four party evolutionary game model of enterprise 1(E1),enterprise 2(E2),government and third-party regulator,studies the interaction and innovation strategy of each subject in the process of enterprise technology innovation,and verify the impact of relevant variables on the system evolution results through numerical simulation.The results show that the cost of government regulation affects the willingness of other three parties to participate;Government subsidies have a positive impact on enterprises’ willingness to innovate;The innovation strategy of enterprises is sensitive to the level of imitation cost and technology spillover;The higher willingness of the government to participate in the regulation can promote the third-party regulators and the government to jointly regulate enterprise innovation.(3)The governance mechanism of technological innovation malfunction in networked society from the perspective of multiple subjects.Based on the early warning and mechanism analysis of technological innovation malfunction in the networked society from the perspective of multi-agent,this paper designs the governance mechanism of technological innovation malfunction from the aspects of market malfunction,system malfunction,evolution malfunction,innovation malfunction early warning method,multiagent collaborative governance,in order to provide reference and guidance for the governance of innovation malfunction.
