| The 19 th Party Congress clearly put forward the implementation of rural revitalization strategy,which is a major decision made by the Party Central Committee from the perspective of the overall situation of the Party and the state,focusing on achieving the "two hundred years" goal and meeting the farmers’ aspiration for a better life.The continuous improvement of the level of transfer of surplus rural labor and the effective solution of the problem of transferring rural labor are not only conducive to the work of "three rural areas" and the promotion of rural economic development,but also provide a strong impetus for the construction and development of cities and towns.Shanxi Province is located in North China,with a total area of 156,700 square kilometers.By the end of 2020,the total resident population of Shanxi Province was 34.905 million,of which the agricultural population was 13.0772 million,accounting for 37.47% of the province’s total population,higher than the national average of 36.11%,which shows that Shanxi Province has abundant rural labor resources compared with more provinces in China.With the introduction and implementation of the rural revitalization strategy and a series of policies including regional stabilization of employment and protection of people’s livelihood,it is very important to study this direction of rural labor force transfer under the new situation to consolidate and expand the effective connection between the achievements of poverty eradication and rural revitalization.In this paper,through literature research method,the research on rural labor force transfer at home and abroad is comprehensively sorted out and discussed,and the theoretical basis and related concepts of labor force transfer are thoroughly explored,and the current situation and characteristics of rural labor force transfer in Shanxi Province are discussed based on the background of rural revitalization strategy,with the help of survey and analysis means and theoretical research methods based on the research of scholars at home and abroad,and based on push-pull theory.The push-pull model is constructed to analyze the push,pull and resistance factors in the process of rural labor force transfer in Shanxi Province from four levels:individual,family,society and government,and put forward some outstanding problems in rural labor force transfer,which are mainly manifested as government employment services to be improved,limited role of social employment driving,low participation of family and weak subjective initiative of individual,etc.Finally,by summarizing the advanced experiences at home and abroad,we propose countermeasures to optimize the labor transfer in Shanxi Province from four dimensions: individual,family,society and government,which are to play a leading role of government,a synergistic role of society,a supplementary role of family and a subjective and active role of individual,in order to improve the quality of life of farmers and further promote rural development.The aim is to improve the quality of life of farmers and provide reasonable reference for promoting rural development and solving the "three rural problems". |
