The national rural revitalization strategy and the promotion of urban-rural integration have led to the strong development of the rural market economy.However,in the process of continuous growth,it is found that the imbalance of urban and rural logistics system seriously restricts the mutual integration and two-way circulation between urban and rural markets.In order to deal with the resulting contradiction between the continuously rising demand for urban-rural two-way logistics and the relatively insufficient effective supply capacity of rural logistics network,the government has issued relevant policies to promote the integrated development of urban-rural logistics.For example,the Party’s twenty major report points out that it is necessary to "adhere to the priority development of agriculture and rural areas,adhere to the integrated development of urban and rural areas,and smooth the flow of urban and rural elements".In recent years,Fuzhou has also introduced relevant policies to promote the development of logistics,and increased the improvement and investment in logistics infrastructure,which has promoted the rapid development of the logistics industry in Fuzhou.However,it must be pointed out that there are still obvious shortcomings and deficiencies in the development of urban and rural logistics in Fuzhou City.It is of great significance to study how to make urban and rural logistics highly connected and further deepen the integrated development of urban and rural logistics.First of all,this paper makes a systematic review of the research on urban and rural logistics at home and abroad,and defines and expounds the concept and related theories.At the same time,it finds the foothold and entry point of constructing the evaluation system of the integrated development level of urban and rural logistics in Fuzhou City.This lays a theoretical foundation for this paperSecondly,it analyzes the current situation of the integrated development of urban and rural logistics in Fuzhou through field research and reference to relevant literature,reports and planning,such as the low degree of marketization of rural logistics in Fuzhou,the low level of specialization and informatization of rural logistics,and the relatively weak rural logistics technology and infrastructure.Based on the theory of supply chain management and the background of logistics network and digital development brought by "Internet +",this paper constructs an analysis model of the integrated development level of urban and rural logistics.Finally,this paper takes the integrated development of urban and rural logistics infrastructure,the integrated development of urban and rural logistics information network technology,the integrated development of urban and rural logistics e-commerce,the integrated development of urban and rural logistics circulation consumption as the first-level index,and establishes the evaluation index system of the integrated development level of urban and rural logistics.Fuzhou and Guangzhou and Hangzhou,both coastal provincial capitals,are selected for comparative analysis.Based on the statistical data of the 13 th Five-Year Plan period(2016-2020),the entropy weight-TOPSIS method is used to analyze them,and the value of Ci of the integration development level of urban and rural logistics in the three cities is obtained.The results show that: Fuzhou lagged behind Guangzhou and Hangzhou in the overall ranking.According to the analysis results,countermeasures and suggestions are given for the integrated development of urban and rural logistics in Fuzhou from four aspects: strengthening government support,strengthening rural logistics mode reform,improving the informatization level of rural logistics,and strengthening logistics personnel training.
