| The introduction of PPP model into the construction field of logistics parks is conducive to accelerating the rapid development of the logistics industry in various places,and then driving the formation of regional economy and large-scale economy.However,the combination of PPP model and logistics park is still in the initial integration stage at this stage,and some problems have arisen in this process.First of all,due to the quasi-operating characteristics of PPP projects,it is difficult for the logistics service income of the park to complete the recovery and profit of construction costs,therefore,most of the PPP projects in the logistics park are in the form of feasibility gap subsidies as a way for social capital to obtain a return on investment,in this way,the government will adopt the corresponding subsidy policy to achieve financial or resource guarantee for the project,but because the PPP model is still in the initial development stage in the construction process of logistics park projects.When selecting subsidy tools,local governments still have certain blind areas due to the understanding and judgment of their combination effects,there are unreasonable use of subsidy tools,and a project adopts multiple subsidy tools at the same time,resulting in serious losses in the project or excessive financial burden caused by the government bearing subsidy tasks and affecting government finances,and academic research in this field is relatively weak.This paper will focus on the internal and external environment of different types of logistics parks,select reasonable government subsidy policy combinations for different types of logistics parks,and further refine the selection and combination of specific subsidy tools.This paper uses configuration theory and multi-value collective comparative analysis to configure six antecedent variables and one result variable of subsidy policy combination that affect the selection of project subsidy tools,and obtains the subsidy policy combination scheme applicable to PPP projects in different internal and external environments,and analyzes the specific subsidy tool combination methods recommended by the government under each subsidy policy combination scheme.Then,according to the characteristics and functions of freight,commerce and production service logistics parks,determine their own unique representative variables,and jointly analyze the configuration of professional logistics parks with the antecedent variables of the standard government subsidy tool combination scheme obtained in Chapter 4,and then obtain the government subsidy policy combination scheme applicable to each professional logistics park,and on this basis,the selection and combination of specific subsidy tools are discussed. |
