Research On The Transformation Mechanism Of Scientific And Technological Achievements In Shaanxi Province

Scientific and technological innovation has an increasingly significant impact on the economic growth and social development of a country or region,and it is an important part of regional economic activities.Since the 18th National Congress of the Communist Party of China,China has clearly proposed to enhance the ability to transform high-tech industrial achievements.The "National Innovation-Driven Development Strategy Outline" proposes to strengthen the transformation of cutting-edge basic research and high-tech research results.The report of the 19th National Congress of the Communist Party of China also pointed out that it is necessary to attach importance to forward-looking basic research and original major achievements.The transformation of scientific and technological innovation achievements has become an important issue to be solved urgently.Shaanxi is a major science and technology education province.It has always attached great importance to the transformation of scientific and technological achievements.It has successively issued a number of policies and measures to improve the transformation of Shaanxi’s scientific and technological achievements and ensure that science and technology support Shaanxi to catch up and surpass.Guiding by the national and Shaanxi Province’s measures of the transformation of scientific and technological achievements,the paper analysis the transformation mechanism of scientific and technological achievements in Shaanxi Province,and it is of great significance to improve the transformation effect of scientific and technological achievements in Shaanxi Province.This paper explores the mechanism of the transformation of scientific and technological achievements,summarizes the main modes and successful experiences of the transformation of scienti fic and technological achievements at home and abroad,and analyzes the current situation and existence of the transformation of scientific and technological achievements in Shaanxi Province from the aspects of the elements,subject and object needs,and internal and external motives of the transformation of scientific and technological achievements.In this paper,the influencing factors of the transformation of scientific and technological achievements were selected,and the regression model was used to reveal the influencing mechanism of each factor in the process of transformation of scientific and technological achievements in Shaanxi Province.On this basis,the transformation mechanism of scientific and technological achievements is proposed in Shaanxi Province.The research conclusions are as follows:(1)In the whole stage of the transformation of scientific and technological achievements from research and development to pilot test to commercialization,the main elements,namely universities,scientific research institutes,intermediary institutions,production enterprises and the government,invest in human,financial and material resources and other supporting elements.As well as regional economic development,government macro-control,technology market and other external environmental guarantee factors participate in the transformation of scientific and technological achievements,in which the matching degree between the needs of the subject and the object,the internal and external driving forces of transformation,etc.jointly affect the transformation of scientific and technological achievements.(2)There are commonalities and differences in the transformation modes of scientific and technological achievements at home and abroad.Among them,the transformation modes of foreign scientific and technological achievements mainly include the self-production mode,the promotion mode of industry-university-research integration,the high-tech industrial zone or science and technology park mode,the patent sales mode and the intermediary agency and Business incubator mode;domestic scientific and technological achievements transformation modes mainly include independent production mode,technology transfer mode,entrusted research and development mode,industry-university-research joint mode and entrepreneurial incubation mode.(3)Shaanxi Province’s current policies for the transformation of scientific and technological achievements have not been optimized and implemented,and there are situations where policies and practices do not match;the rights and interests of scientific and technological achievements are vaguely defined,and the motivation for transformation of achievements is insufficient;the intermediary structure of science and technology is not fully developed,and it is difficult to provide service support in terms of quantity and quality;Small and medium-sized enterprises and the weak carrying capacity for the transformation of scientific and technological achievements.From the point of view of gradual regression and full sample regression,the investment of R&D personnel in supply factors,the degree of financial support in financial factors,the importance of local government scientific research in security factors,and the technology transfer and technology market activity in market factors are all related to science and technology.The transformation of scientific and technological achievements has an obvious promoting effect.However,the input of science and technology funds in the supply factor and the deposit and loan strength of financial institutions in the financial factor have no significant effect on the transformation of scientific and technological achievements.There are significant differences in the different influencing factors of the transformation of scientific and technological achievements in different regions.The Guanzhong is affected by factors such as supply,finance,security,and market to varying degrees.The Southern Shaanxi is affected by various factors other than the market,while the Northern Shaanxi is greatly affected by supply and market factors.(4)Some suggestions were proposed,such as establishing a sound scientific and technological achievement transformation mechanism,building a cooperation mechanism for the collaborative transformation of industry,university and research,improving the service support mechanism for the transformation of scientific and technological achievements,and building a government guarantee mechanism based on market theory,in order to improve the transformation efficiency of scientific and technological achievements in Shaanxi Province.
