Study On The Adjustment Mode Of Agricultural Industrial Structure In Xinglou Town,Pizhou City

Vigorously adjusting the agricultural industrial structure is of great significance to speed up the supply-side structural reform of agriculture,promote the modernization of agriculture,realize the prosperity of rural industry and improve the income of villagers.Since May 2018,Xinglou Town of Pizhou City has successfully realized the transformation and upgrading of agricultural industrial structure in less than 3 years through the establishment of village-level and town-level agricultural companies and the development of land collective management.In 2019,the regional GDP ranked among the top four from the bottom of the county.In 2020,the collective operating income of 18 villages in the town exceeded 27 million,and the collective operating income of 8 economically weak villages all exceeded 800000 yuan.The effect of agricultural industrial structure adjustment is remarkable.On the basis of introducing the development of agricultural industrial structure adjustment in this town,this paper combs and summarizes the process of agricultural industrial structure adjustment combined with typical village cases,and reveals the conditions for the town to successfully realize the structural adjustment.Based on the theory of public governance,this paper analyzes its governance mechanism from four aspects: governance subject,governance mode,governance basis and organizational structure,summarizes and analyzes the effectiveness of the town’s adjustment model,including the benefits of the government,village committees,resident enterprises and villagers,excavates and analyzes the problems existing in the structural adjustment of Xinglou Town and puts forward corresponding suggestions for improvement.And the enlightenment of the structural adjustment model of Xinglou Town to the adjustment of agricultural industrial structure in other rural areas.The study found that: 1.In the past three years,the planting area of traditional crops has declined while the planting area of emerging cash crops has increased rapidly in the adjustment of agricultural industrial structure in the town.2.The successful transformation and upgrading of agricultural industrial structure in Xinglou town is inseparable from external conditions such as policy,financial and financial support,as well as internal conditions such as location,land,leaders and so on.3.The adjustment mode of agricultural industrial structure in Xinglou Town is a common governance with the participation of multiple subjects.From the perspective of governance subjects,it is completed by the joint participation of multiple subjects,and different subjects play their respective roles,in which the town government is the leader,the village committee is the policy executor and the main operator,the resident enterprise is the collaborator,and the villagers are important participants.In the way of governance,in addition to administrative orders,there are consultation,cooperation,negotiation and other management methods in the adjustment of the town.In terms of governance basis,in addition to the formal system,the town is adjusting a large number of informal systems.In terms of organizational structure,the town finally formed a network governance structure in the adjustment of agricultural industrial structure.4.Under this adjustment mode,most governance subjects benefit from the adjustment of agricultural industrial structure.On the government side,tax revenue rises obviously,obtaining higher social reputation and more policy support;income and profits of resident enterprises increase;income of village collective(village agricultural company)increases greatly,profit increases.The per capita income of the villagers has increased significantly,but the average income level still lags behind that of Pizhou City,and the benefit degree of different groups within the villagers is quite different.5.at present,there is no distinction between government and enterprises,marginalization of villagers and lack of unified planning in the current adjustment of agricultural industrial structure in Xinglou town.it is suggested that we should separate government from enterprises,explore the operation mode of managers,improve the interest connection mechanism,and strengthen unified planning.According to the development experience of Xinglou Town,it is suggested that when adjusting the agricultural industrial structure,other places should recognize the application conditions of different structural adjustment models,distinguish their applicability,and promote structural adjustment based on local superior resources.when applying a similar structural adjustment model of Xinglou Town,we should straighten out the governance mechanism,clarify the rights,responsibilities and interests of each subject,attach importance to the village collective economic organization and give full play to the leading force of the government.
