With the advancement of the globalization process,the internal division of labor in the industrial sector of the international division of labor has developed in a deeper direction.However,in recent years,China’s important role in supporting the early integration into the global value chain has weakened.The manufacturing industry is facing the dilemma of "big but not strong",and there are problems such as too high proportion of labor-intensive industries,low value-added products and low technology content.In the background of the deep adjustment of global manufacturing industry,the implementation of innovation-driven strategy,the improvement of China’s industrial structure through the concentration of innovation factors,and the improvement of manufacturing technology level and thus the technical level of China’s export products are the necessary choices to improve the international competitiveness of China’s manufacturing industry and achieve the high-quality development and sustainable development of manufacturing industry.This paper analyzes the influence of innovation factor agglomeration on export technological complexity at the theoretical level based on a combination of domestic and foreign research,and proposes that: innovation talent factor agglomeration and innovation capital factor agglomeration influence export technological complexity through the intermediary effect of R&D innovation,and influence export technological complexity through the moderating effect of technology factor and foreign investment attraction level respectively.Then,this paper analyzes the spatial distribution and locational entropy of innovation talent factor concentration and innovation capital factor concentration as well as the regional situation and industry situation of manufacturing export technological complexity in China from 2010 to 2019,and discovers many potential problems in them.And it provides data support and heterogeneity analysis basis for the later paper.Based on the provincial panel,this paper carries out an empirical study on the manufacturing industry segmentation of 30 provinces and cities in China from 2010 to 2019 with provincial industry-level data,and the heterogeneity analysis verifies the actual impact of innovation talent factor agglomeration and innovation capital factor agglomeration on the technical complexity of manufacturing exports through benchmark regression,endogeneity and robustness tests.After that,the direct and indirect effects of the R&D innovation mediation mechanism test on the innovation factor concentration affecting the technological complexity of manufacturing exports are analyzed by using both stepwise regression and Bootstrap methods in turn.Finally,the technology factor adjustment mechanism of innovation talent factor agglomeration and the foreign investment attraction adjustment mechanism of innovation capital agglomeration are tested and analyzed by introducing interaction terms.The empirical evidence shows that innovation factor agglomeration has a significant positive effect on the technical complexity of manufacturing export,among which innovation talent factor agglomeration has the most significant effect on the technical complexity of export of central and western regions and high-tech industries in China,and innovation capital factor agglomeration has the most significant effect on the technical complexity of export of western region and high-tech industries in China,and the R&D innovation intermediary mechanism,technical factor adjustment mechanism and foreign investment attraction adjustment mechanism are all validated.The mechanism is validated.For this reason,this paper proposes the following policy recommendations.To build an innovative manufacturing power by enhancing the level of innovation factor agglomeration;to realize the balanced development of east-west,middle and north China by applying policies according to local conditions;to promote the common progress of high,middle and low technology by integrated thinking;to strengthen R&D innovation by the mechanism of sharing R&D achievements;and to realize the high-quality development of manufacturing industry by reasonable utilization of foreign capital.
