| Since the 2018 trade war,due to the slowdown in economic growth,China’s economic development has begun to adjust towards high-quality development.Due to the fact that various industries in China are generally facing "large but not strong" in the development process,lacking independent innovation capabilities and technical support,there is a long way to go for high-quality development in China.As a technical support for industrial development,standards have played an indispensable role in promoting China’s economic and social development.Therefore,standardization strategy has become an important focus for China to lead technological innovation and promote high-quality development in the new era.Deeply studying the impact of standards on industrial technological innovation has important theoretical and practical significance.This article first reviews the relevant literature on standards and technological innovation,defines the concepts of standards and technological innovation on this basis,and then analyzes the theoretical mechanisms of standards’ impact on technological innovation from two aspects,namely,promotion and inhibition.Based on theoretical analysis,using panel data from 15 industries from 2005 to 2020,with standard stock as the core explanatory variable and patent application volume as the explained variable,this paper empirically analyzes the impact of standards on technological innovation using a two-way fixed effect panel model,and deeply explores the regulatory mechanism and heterogeneity of the impact of standards on technological innovation.Through empirical research,the following conclusions are drawn:(1)Standards can drive technological innovation;(2)There is heterogeneity in the impact of standards on technological innovation.In high-tech industries,the positive effect of standards on technological innovation is better than in traditional industries.From the perspective of industry lifecycle,standards have a very significant positive effect on technological innovation in industries that are in the growth and maturity stages,while standards have a significant inhibitory effect on technological innovation in industries that are in decline;(3)The regulatory mechanism test shows that market concentration ratio and technology spillover are important regulatory variables of the impact of standards on technological innovation.That is,with the increase of market concentration ratio,the promotion effect of standards on technological innovation weakens,while with the increase of industry technology spillover effect,the promotion effect of standards on technological innovation gradually increases.(4)According to the threshold effect test results,we can infer that market concentration ratio and technology spillovers show different moderating effects in different threshold intervals.Among them,the estimated coefficient of market concentration ratio rises first and then decreases,while the estimated coefficient of technology spillover rises significantly,which further verifies that market concentration ratio can inhibit the promotion effect of standards on technological innovation,and technology spillover can strengthen the promotion effect of standards on technological innovation.Based on the above research conclusions,targeted policy recommendations are proposed from four aspects: promoting the integration of standards and technological innovation,formulating appropriate standardization strategies,and emphasizing the development of standards and talent cultivation by small and medium-sized enterprises,with a view to providing decision-making references for promoting the implementation of national standardization strategies and promoting technological innovation in the new era. |
