Study On The Problems And Countermeasures Of Expending Coverage Of Social Insurance In Tianjin City

With the continued development of society,the definition of a good life is increasing,and social insurance as an important issue concerning the livelihood of people,the report of the 19 th China Communist Party National Convention(CPC)suggested that "the national insurance plan be fully implemented".The CPC Central Committee,The State Council and the CPC Central Committee have certain arrangements and requirements for the implementation of the universal participation plan.The universal participation plan is a major measure to deepen the reform of social security,a key task to accomplish the goals of the 13 th Five-Year Plan,and an important guarantee to promote the expansion of social security coverage.The implementation of the universal participation plan is conducive to accelerating the formation of a social security system shared by all,fair and accessible,promote the improvement of the structure of the staff insured in our city and promote the sustainable development of the social security system.The extension of social security cover is an important precondition and guarantee for the implementation of the universal participation plan.At present,more and more people enjoy the welfare brought by social insurance,but in this context,there are serious imbalance between income and expenditure,fund gap is increasing and other problems,and there are still a lot of people who are free from the social insurance system.Taking The Hangu District of Tianjin as an example,this paper investigates the situation of social insurance participation and the dilemmas of expanding social insurance coverage for laborers in the new economic form.Obvious phenomenon of tax evasion;High levy rate,heavy burden of enterprises;The number of the insured and the payment basis of the company are not true;The participation rate of flexible staff is low.Then use the method of interview and questionnaire survey to find out the causes of the above problems,mainly because of the new enterprise employees pension government insurance advertising is not in place;Based on the profit motive;The overall economic downturn leads to the decline of enterprise benefits;The level of social security audit needs to be improved;Flexible workers need effective subsidies and incentive mechanisms.On this basis,combined with the actual situation of Tianjin,put forward suggestions to expand the coverage of social insurance: research and build urban social security system in line with the new economic form of employees;Strengthen support for enterprises;Improve the auditing level of social insurance agencies;Strengthening policy guidance;Innovate service management.
