At present,a new round of global scientific and technological revolution and industrial transformation is gestating and rising,and leading high-quality development driven by innovation is an inevitable choice to adapt to the new situation.Only with innovation as the core,guidance and driving force can we truly achieve coordinated,green,open and shared development.With the rise of theories related to the innovation ecosystem,a new theoretical perspective has been provided for studying regional innovation capabilities.As a crucial factor in the innovation ecosystem,the innovation environment plays a decisive role in the realization of innovation capabilities.At the same time,the two interact and promote each other: the innovation environment provides a strong guarantee for innovation capability,and the improvement of innovation capability further promotes the continuous optimization of the level and configuration of the innovation environment,thereby improving the innovation conditions of the region.The development of China’s regional innovation capacity is not coordinated,and the east,central and western regions are significantly different,and exploring ways to optimize the elements of the innovation environment to effectively improve the innovation capability is of great importance to China’s development at this stage.This article first introduces the symbiotic theory based on the theory of national innovation capability,constructs a theoretical framework of "innovation environment innovation capability",and divides the innovation environment into endogenous environment,industrial cluster environment,and collaborative environment.Referring to the research results of relevant experts and scholars,the knowledge stock,infrastructure,specialization agglomeration,diversified agglomeration,collaborative network and external environment are included in the index system of the innovation environment,the evaluation index system of the innovation environment and innovation ability is constructed,the relevant data of the innovation environment and innovation ability of 30 provinces(municipalities and autonomous regions)in China are collated,and the entropy method is used for comprehensive evaluation;Then,a coupling coordination model is established,the coupling development level between the innovation environment and the innovation capability is analyzed,and the grey correlation method is used to explore the correlation between the factors of the innovation environment and the innovation ability.At the same time,combined with the regional division of the four major plates of the eastern region,the central region,the western region and the three northeastern provinces,the in-depth analysis of regional differences is carried out.Finally,the fs QCA method is used to study the environmental configuration that generates high innovation ability and non-high innovation ability.The results show that China’s innovation environment and innovation ability and the coupling and coordination index of the two show a decreasing trend from east to west in space,and an overall trend of improvement in time.However,the innovation environment has not yet formed a strong self-regulation ability,and the development of innovation ability is relatively stagnant.The construction of innovation environment is a necessary part of the improvement of innovation ability,and the improvement of innovation ability lags behind the development of innovation environment.R&D investment is a necessary condition in the environment;the endogenous environment dominated by it is an indispensable environmental subsystem in the configuration of innovation capability,and the industrial cluster environment or collaborative environment can be combined with the endogenous environment as one of the paths of high innovation capability.At the same time,the study concludes five paths for realizing high innovation capabilities in regions,including resource agglomeration,effective allocation of resources,power sustainability,development support and diversified development.At the same time,it is pointed out that the lack of collaboration and insufficient motivation will lead to the difficulty of developing regional innovation capabilities.Finally,according to the analysis results,combined with the experience and methods of relevant scholars,the thesis puts forward countermeasures and suggestions that are conducive to optimizing the innovation environment and improving the innovation ability of the region,mainly including improving the endogenous power,focusing on the formation of industrial clusters,optimizing environmental collaborative support,adapting measures to local conditions and making good use of configuration. |
