| The rural collective economy is an important content of the rural revitalization strategy,an important way to achieve farmers’ income increase,and plays a demonstration and driving role in rural economic development and industrial upgrading and transformation.After completing the task of poverty alleviation in2020,many regions have taken the development and expansion of the rural collective economy as an important starting point for strengthening the construction of grassroots party organizations,consolidating and expanding the achievements of poverty alleviation,and promoting comprehensive rural revitalization.As a pioneer in the development of the collective economy,Sichuan has basically completed the basic work of property rights reform of collective economic organizations in recent years,laying the foundation for the next step in the development of collective economic organizations.Since 2020,D Town has attached great importance to the development of rural collective economic organizations,taken various measures,completed the reform of the property rights system,and began to explore various income increasing models.However,the establishment of the collective economic organizations in D Town is short,and village cadres have insufficient understanding of the collective economic organizations and lack of relevant experience,resulting in the low quality of the development of the collective economy in D Town.In order to change the concept of development and further clarify the development path,the rural collective economic organizations in D Town urgently need to introduce a performance management model,establish a complete and scientific performance indicator evaluation system,and drive the high-quality development of the collective economy.Due to the lack of research data on the performance of rural collective economic organizations at home and abroad,in the process of collating literature review,this article combed the performance evaluation research results of rural cooperatives at home and abroad,and summarized relevant experience.Using the methodology of grounded theory,this paper analyzes the relevant literature on the construction of performance evaluation systems and rural collective economic organizations,combs the documents and work reports of D town collective economic organizations in the past two years,and constructs a performance evaluation system that includes 2 first level indicators and 10 second level indicators through open coding,spindle coding,and selective coding.In the calculation of indicator weights,AHP analytic hierarchy process is used to assign and score the indicators in pairs,and the maximum characteristic root method is used to calculate the weights of indicators at all levels.The fuzzy comprehensive evaluation method is used to obtain the scores of each indicator.Select the collective economic organizations of four villages in D Town for performance evaluation,and analyze their performance results.Through comprehensive performance evaluation,it is found that the performance level of the collective economic organizations in D Town is average,with the overall level being lower than the middle level,and there are significant differences in the overall development of each village.The common problems are: weak driving force for farmers’ employment,fewer learning times for organization members,and fewer recruitment of talents to join the organization,Poor regional brand awareness and weak driving force for farmers’ income growth;The existing personality problem is that some village collective economic organizations have a poor driving force for regional infrastructure construction and human settlements improvement.Through analysis,D town collective economic organizations need to develop industries in order to improve their performance level.Excavate regional characteristics and establish brand awareness;Expand the industrial scale,extend the industrial chain,and increase employment opportunities;Reduce costs and fees through scale expansion to promote farmers’ income increase;Improve infrastructure and develop industries to attract talents;Improve the construction of talent cultivation system,and increase the number of learning times for organizational members through government talent cultivation channels and platforms.In addition,some village collective economic organizations need to strengthen their integration with regional infrastructure construction in the process of economic development,with a bias in profit distribution,and use the development of the collective economy to drive the improvement of regional infrastructure and human settlements. |
