Facing to the topic of in the flood forecasting and simulation,a detailed and broaddiscussion and research are made in the paper.Analyzing influential factors from allaspects,collecting relative data,design and implement an river flood model.Otherwise,based on the river flood model and GIS platform,new floodslmulation arithmetic is design for simulation system.According to that,the floodmodel is able to implement and display on the 2D & 3D visual platform.Finally,withinformation technology,GIS,3D simulation and other relative requirement in dailywork,a flood simulation and information management system is designed andrealized,which create a new platform of simulation and information management.Contents of the research arc mainly contain 3 parts in the paper:1)Research and design of river flood model.The model mainly includes 3 steps:analyzing influential factors,model design and model compute.The paper made adeeply research on these points,optimizes and integrates relative factors and designs theflood model in theory.2)Research flood simulation arithmetic based on GIS platform.Arithmetic' researchincludes computer application,image processing,3D simulation and others relativetechnologies.It is aim to display the flood model on the GIS platform and realizevisualized flood simulation.3)Design and implement of flood simulation information management system.According to the thinking of system integration,flood simulation and informationmanagement are combined to one platform.With the GIS's advantage,lead thetheoretical model to practical application.Mainly Innovative results as follow:1)Research on the flood region's influential factors.Research on the flood region's river way,terrain,rainfall,conflux etc.,define necessary influential factors. 2)Improve on the Saint-Venant Equations,design river flood model.Improves on the Saint-Venant Equations,design river flood model,describes thecourse of river flood in theory with the influential factors.3)Define parameters and construct available flood simulationmodel.With the necessary influential factors,deal with the Saint-Venant Equations byMaximum-likelihood Method and Mskingum Method.Predigest parameters and get thesuitable way to gain result of model.4)Implement 3D visual platformWith the result form river flood model,implement river flood simulation system in3D platform.Take the flood course on the information management system.In all,the work of paper is a general research and discussion to flood.It is a newattempt to combine flood simulation theory and practice application.The study proves thatthe work is valuable and successful to flood simulation,flood forecasting and floodinformation system's implement.
