As the aggravation of environment, there are more and more organic matter in slightly polluted water used as drinking water source, poisonous organic matter and disinfection by-product in drinking water are greatly harmful to health. Normal treatment technology of drinking water not only has a low efficiency to remove the organic matter in drinking water, but also the chlorination process itself can also bring disinfection by- product into the water, therefore it is necessary to exploit new reatment technology of the drinking water for wiping off the organic matter, in order to reduce poisonous organic matter and the formation of disinfection by-product in drinking water.In this paper, preparation mechanism of Al13 polymer with high flocculation performance by inert electrodes electrolysis, and removal mechanism of the organic matter in slightly polluted water were studied. Al13 polymer which accounted for 92.6% overall aluminum was synthesized quickly, besides the problem of electrodes inactivation by Al13 polymer depositing onto the surface of cathode while electrolysis was settled successfully.In this experiment, a novel photocatalyst-nano-CeO2 crystal was manufactured. The nano-CeO2 crystal with high pureness, high specific surface area, and high crystal lattice defects was produced by ions exchange method. Threshold value of its light absorption, light absorption efficiency were higher, also quantity of oxygen absorbed was bigger, and desorption of the absorbed oxygen was easier than nano- TiO2 crystal, which confirm its photocatalysis performance is superior.In order to remove the organic matter Drinking Water Source, technological conditions of strengthening coagulation using Al13 polymer as coagulant and photocatalysis using nano-CeO2 crystal as photocatalyst were studied in the paper. Coagulated the slightly polluted water(TOC:36.2 mg·L-1) which belongs to the Ⅳ~Ⅴtype of the surface water with the high content Al13 polymer, then photocatalyst degradated it with high photocatalyst activity nano-CeO2 power, the content of the organic matter then came down to 2.6mg/L, moreover the technology combination also have petty good performance in sterilization.
