As a significant measure of the Grand Development of Western China, the ecological screen construction on upper Yangtze River is a complex system project to realize sustainable development of Yangtze River Valley, especially the harmonious development of environment and economy on the upper reaches. If successful, it will contribute enormously to the sustainable development throughout Yangtze River and China. The ecological screen construction on upper Yangtze River may be discussed in various terms of ecology, environment science, economics, sociology, politics, policy science, biology, geography and so on. However, as the object adjusted by the ecological screen construction on upper Yangtze River is the rare resources and their allocation, the study from the angle of economics is blessed with adequate reasons and academic advantage. Based on previous studies, the dissertation carries out qualitative and quantitative analysis on the ecological screen construction on upper Yangtze River, and performs study on its economic implication, motivation mechanism, macro factors, micro fundaments, appraisal system and system optimization.The dissertation believes that the economic essence of the ecological screen construction on upper Yangtze River is a kind of special resources allocation system. As for the problem what is produced and who it is produced for, this special system calls for the upper Yangtze River to yield more products of ecological environment; and for the question how to produce, it request the coordination between the market and government to arrange the circulation, exchange, distribution and consumption of resources and products between generations, regions, valleys, city and countryside and industries.
