With the promulgation of the "United Nations Convention on the Law of the Sea", the jurisdiction of the coastal state was limited within the exclusive economic zone. The times of free use of the ocean came to an end, the competition and exclusive management began. Most coastal states pay more attention to the protection of the marine environment and reinforce the relevant management in order to achieve the harmony between human and nature.South Korea and China are neighbors and their culture and history are very similar. Moreover, the Yellow Sea is the common waters between the two countries. It's necessary for them to establish the co-operative relationship. However, few studies have been done in the marine environmental management without mentioning the comparative analysis between the two countries. It would affect the cooperation between the two countries. The comprehensive and accurate understanding of each other's marine environmental management will help to solve the common environmental problems.This study first stated the change in trend of the marine environmental management and the necessity of cooperation between China and South Korea for the first time. Then, the two countries'marine environmental values, laws, policies, administration, as well as the status of implementation of ocean management are compared. Finally, the characteristics of their marine environmental management, their respective strengths and weaknesses are analyzed based on the above study. This article holds that the two countries have concerned about the international management of the marine environment and the development trend of change, and made great efforts to establish advanced management system. Because of the different national environmental awareness and objective, the two countries, however, have different actual operation and management system. In 1996, South Korean set up the Ministry of Maritime Affairs. Since then, the integrated ocean management started to be strengthened, and the awareness of the marine environment, the relevant laws and policies as well as aspects of the system have been continuously improved. The management of marine affairs in China is based on the principles of sub-industries and so on. This leads to the decentralization of the management. Hence the system is not efficient to maximize its strength. In order to solve these problems, the integrated management system is necessary.South Korean and China lie in the same biosphere. Any one that fails to maintain a balance in the marine environmental management and implementation capacity will affect the other country. Therefore, China and South Korea should be familiar with each other's marine environmental management. The cooperation is necessary for the solution of the common issues.This study is designed to fill gaps of the comparative study between China and South Korea's marine environmental management. And provide basic information of environmental management for decision-makers and researchers. It can also help in maintenance of the cooperation between the two countries.
