To improve women and children's health status in China, lots of programmes have been carried out one after the other in collaboration with United Nation Agencies and World Bank since 1990's, which cover various areas and peoples across the country. Huge investment and effective methods are prerequisite to the success of these programmes. Many international organizations, governmental departments, health policy makers, health providers, health professionals and target individuals were involved in these programmes. Most of them want to know clearly about the designs, implementations, efficiencies, lessons learned, outcome and long-term effects of these programmes. It is necessary to develop scientific evaluation on women and children's health programmes.According to the experiences of the collaborative project with United Nations Population Funds- "Reproductive health & family planning", the author proposed a theoretical framework to evaluate the women and children's health programs on the systematic and comprehensive basis.The author put emphasis on two aspects: process and effect evaluation on the collaborative programme. Through process evaluation, data on in-service training, medical equipment and health educationwere analyzed to assess the management, supervision and implementation of the programme, which showed all actions have a good outcome. After effect evaluation, the service capability of primary women and children's health organizations was assessed firstly by investigating interventions during maternal care, satisfaction status for service of primary health providers and result of specific training for programme. The outcome of health education was secondly assessed. Finally, the maternal mortality rate and infant mortality rate were analyzed as decisive indicators to evaluate the programme. The downward trends of these two rates demonstrate that satisfying outcome and expected purposes were achieved.Appropriate statistic methods were used according to the research objectives and data characteristics. Multi-level-model was used to assess the satisfaction status of target population due to the multi-level structure of data. The logistic regression model was adopted to evaluate the effects of health education, consistent with binominal and multifactoral features of result variables. And the AD model was selected to score overall goal of the programme for the data characters of cohort study. More convincing conclusions were obtained since rational statistic methods were used.
