National Ecological Security Evaluation System And Its Strategic Research

Ecological security is an important part of the national security. As the problem of sustaining development is more obvious increasingly, the sustaining ability or security state of ecological environment, which is the natural basis of human civilization, is becoming an important base of national security system. It is directly related to the sustaining development and international competition to the economy and society of a country and is a great strategical problem.This paper starts with the research on complexity of ecological security, using the theory of System Engineering to analyze the essential characteristics and inner affiliation of relationship between ecological system serve and human welfare, explaining the reason why there is ecological problems, and main factors and key criterion. On the basis of the reality in China, ecological security evaluation system is built up. Firstly giving an specific evaluation on the whole ecological security level in China, then introduce the specific situations and main problems, accordingly support direct evidence for building practice oriented national ecological security strategy. On the basis of theory analyzing and reality evaluating, constructing the strategical frame of national ecological security in our country and the political frame to safeguard national ecological security is also pointed out.Based on the present literature, the paper make innovative research on the following three aspects:Theory system of national ecological security. Based on the national security theory, combining with present researching accomplishment, analyze the concept, characteristics and function of national ecological security. Then from the running affiliation of ecological system, the paper introduced the system principle of national ecological security and conceived a theory frame of national ecological security primarily.Evaluating system of national ecological security. Starting with the national ecological security actuality, summarizing current related evaluating system, an evaluating theory model of national ecological security is pointed out. Using the evaluating model, the basic condition, problems and inner structure of China is evaluated from both international and domestic perspective.Political system of national ecological security. From the correlative policies and ecological security situation, put up the strategical aim, collective principia and supporting mechanism of national ecological security, conceiving its strategical frame.
