Biological Warfare Agent Detection and Identification(BWADI),usually used formonitoring, sampling and screening pathogenic microorganisms contained in theatmosphere, water, soil, object surface, human or animal and other media, involves inphysics, chemistry, biology, electronics, medicine, machinery, etc. Thus, quick andaccurate detection and identification of suspicious biological material is a key to the fieldof BWADI.Patent information is an important strategic intelligence resource which covers allfields of human life. Currently, there are around50million patents all over the world, andgrowth rate of which is1million per year. Scientific and technical information hosted bypatent is usually5to6years earlier than that of other. Furthermore, in addition to patent,about70%to90%of the inventions have never been published in other publications.Studies have shown that, in research activities, with patent information used well, it canreduce by60%of the research cycle and save up to40%of R&D expenditures.In view of this, taking advantage of patent information, the subject chose BWADI asthe research object, built thematic patent databases, developed patent analysis system, andanalyzed the key technologies involved in BWADI technology, and then, proposed futuredevelopment idea. The main topic of the study is divided into four parts, as follows:In the first part, BWADI-relative technology demonstration was studied. On the basisof analyzing the influence factors of BWADI technology, the article divided the technologyinto four links: monitoring, sampling, sample preparation and identification. Throughliterature search and research, the subject developed related technologies involved in everyaspect of BWADI technology. After two rounds of expert advice, BWADI-relativetechnology system was established to lay the foundation for the formulation of a strategyof patent information retrieval and information collection.In the second part, the data required by the patent analysis system was collected.Patent data acquisition links are very important which affect the credibility of the resultsand authoritative. So, firstly, the steps of patent data acquisition were described. That is,after the technical topics, scope, data source and the search expression determined, thepatent retrieving and exporting were realized. Then, the subject collected patent data fromthe four links. Secondly, the scope of technology was determined. In addition to collectingevery aspect of the contained technology, its downstream and upstream technologies werealso analyzed. The subject selected seven countries and two organizations of patent data as the data source and retrieved45892patents, including7836domestic patents and38146foreign patents.In the third part, the BWADI technology patent analysis system was designed andimplemented. The purpose of developing patent analysis system is using algorithms andprocedures, mining the value of patent information contained deeply, and providing areference for the BWADI technology development plan. Firstly, in connection with userand functional outcomes, the system function was determined as data management, patentdata retrieval and patent information analysis. Secondly, the development environment andtools were selected. The subject selected the Microsoft Visual Studio2008as the systemdevelopment environment, and C#as the development language. Thirdly, the databasestructure was designed.13relative tables, such as user information, IPC classification, etc,and their features were determined. The fourth, the system functions were realized. Thepatent search modules used the free combination of the query which can carry anycombination of the logical relationship field to ensure data recall and precision. The patentdata analysis modules achieved patent application trend analysis, country analysis, thepatentee analysis, the patentee trend analysis, IPC analysis, IPC trend analysis, etc, and cangenerate2D and3D patent map which can choose colors and shapes. System functionstesting and debugging showed that it achieves the purpose and requirements for patent dataprocessing.In the forth part, BWADI technology development strategy was processed. On thebasis of the work above, and with citation analysis, functional matrix as well asbibliographic references, the subject analyzed patents of monitoring and identification.Biological monitoring patent data analysis showed related technologies were now in thegrowth stage, and The US was in a leading position in the field. The hot spot areas oftechnology are Laser remote control detection technology and sensor network monitoring.Biological identification patent data analysis showed that, the current mainstream directionof the technology were immunochromatographic, real-time quantitative PCR, time of flightmass spectrometry, microfluidics and microarray, with the technologies for multi-agent andjoint agent identification, sensor network monitoring-identification, portable pointdetection source detection, biochip as well as relative analysis software should beattactched more attention. Finally, according to the results of the analysis, the subject putforward some suggestions on China's bio-detection technology development. Firstly,increasing the investment for scientific research and development. Secondly, increasing thehatching rate of technology and supporting the strength of the entity. Thirdly, establishing the Technology Alliance which can protect and share technology.The innovation of the subject is reflected in the following three aspects: The first, theBWADI technologies were analyzed and the BWADI system was demonstrated; the second,massive patent data were collected and BWADI thematic patent database were built; thethird, on the basis of the thematic patent database, the BWADI patent analysis system wasdeveloped, and the BWADI technology development strategy was studied.
