Local Government And Regional Economic Changes

After the Opium War in 1840, with the invasion of the west capitalism, a great change took place in Chinese economy, that is, the traditional small-scale peasant economy gradually disintegrated while the new capitalism economy gradually developed and took the place of it. This course is a process of modern Chinese economic changes.The main power which pushed the economic changes in modern China came from different areas, such as economy inertia of itself, blasting of overseas capitalism, governmental or nongovernmental influence, and so on. Based on the background of Chinese central government's economic policy adjusting, take the case of Shandong province, this dissertation mainly studies the impact of local government on the local economy changes from 1900 to 1911 by deeply analyzing the government's basic function transforming course and its driving mechanism to the economic construction.This dissertation is composed with 5 parts.In the preface, the main contents are to introduce the studying object, the researching achievements in advance, the studying methods and materials the dissertation based on.In chapter 1, the dissertation mainly probes into the beginning and the development footprint of local government's basic function transformation under the current political situation changes in late Ch'ing China. The author holds that the basic function of traditional Chinese local government is not a economic one but a political one. After the Opium War, the Chinese local government began to strengthen its economic function gradually. In the light of the whole country, this transformation started from the central government's policy adjustment while in the light of Shandong, this transformation started from Yuan-shikai's taking up his post of Shandong governor. Henceforth, his successors made the transformation developed further.In chapter 2, by analyzing the local government's basic action in agriculture improving, transit & mining construction, industry & commerce development, the dissertation mainly probes into the relationship between the local government and the local economic construction so that we can realize the leadership responsibilities and its implementing degree of the local government to the local economy. The author holds that the time of late Ch'ing China is times of transforming from the traditional small-scale peasant economy to the new capitalism economy. In this period, the government began to assume its leadership responsibility to the local economic construction and became one of the most important promoters of it because of the current political situation changes.
