The College English teaching and learning, as an important part of higher education in China, is connected with the development of nation and society as well as the future of non-major English students in colleges and universities. It is just as like that College English teaching and learning has been influenced by the development of society as that it turns around, on which it is significant that the history of College English teaching and learning from 1949 to 2007 is studied to find success and failure for its future.The study focuses on the three key elements of teaching and learning objectives, teaching and learning materials and College English Testing Band 4-6 combined to the theory of educational sociology, the education history and linguistics through a large amount of data and many cases to restore the 58-year history of College English teaching and learning as much as possible, to find its accomplishments and drawbacks, to discuss the relationship between College English teaching and learning and the change and development of society, the English subject and college students for an inspiration to College English teaching and learning in the 21st century.Firstly, the process of College English teaching and learning during 58 years is discussed on the basis of five stages.Secondly, the objectives of College English teaching and learning are explored. It is found that the objectives of College English teaching and learning have been transformed from "reading" to "listening, speaking, reading and writing", from "priority to reading" to "priority to listening and speaking" and from "focusing on general English" to "combining to students' subjects" because of the change of society and students as well as the deeper knowledge of College English teaching and learning people have been obtaining.Thirdly, the teaching and learning materials are described on the name after the four-generation teaching materials. It is showed that College English teaching materials have been changed from the mono form to diversified construction and the content of the teaching materials from "political essays " to " literatures" and then to "life related to students". And many problems are also found such as neglecting listening, speaking, writing and translation teaching and lacking authentic and pragmatic language materials.Fourthly, College English Testing Band 4-6 is researched. The background of the first College English Testing Band 4-6 and the procedure and changes after the first time are described. Then the advantages and disadvantages of CET 4-6 are also probed for the suggestions to reform it thoroughly.Finally, the key elements affecting College English teaching and learning such as the development of society, the extent to which the English subject itself has developed and matured and college students' needs are pointed out. And the accomplishments and problems in College English teaching and learning are summarized , on which it is suggested that College English teaching and learning be combined to subjects of students, aimed at the inter-culture communication and integrated with educational information and technology in the future.
