The world has been changing rapidly since 1990, with appearance of varies of transition society. Among them, the People's Republic of China has a big step to the transformation during the period of reform and open-door policy. It is a unique and natural process for China. It is crucial for the Communist Party of China (CPC) to change and reform the governing style, in order to improve its leadership and governance. These all aim at to exercise the rule of law, building a socialist country governed according to law.This thesis will focus on the governing style of the CPC and the relevant issues. It will analyze the role of the CPC in the period of transformation both from international and national angles.Firstly, the Party's governing environment has been changed or changing greatly in the process of transition and modernization. The historical experiences and the reality show that the CPC will meet much challenge with the change of the governing environment, especially in the process of the globalization.Secondly, it is a historical choice and great reform that the CPC will exercise the rule of law. This is not only the fundamental strategy of governance, but also the Party's unique choice to reform and perfect its leadership, in order to meet the changing world. It is necessary for Chinese people to get a complete conception of the rule of law. The author studies and uses a little academic fruit for reference. She demonstrates that the rule of law is one of the civil achievements of the human being in the long history. Even in the typical countries such as the UK and the USA, however, the rule of law was built by several generations accompanied by the bloodshed and sacrifice. Therefore, the rule of law must be seen to be a long hard process of which a state and the people pursuit to the principles of the law. In the process of rule of law, the governing party has to pay more attention to exploring the general natural rules and functions of the political parties. It also has to situate itself at a right place and to cope with varies issues and problems. To exercise governance according to the law is a new style of being in government. In a sense, the CPC should strength and perfect its leadership by a set of scientific regulatory and institutional mechanics, including the people congresses, governments and the courts at every level being competent to play their roles in the public administration. This is one of the characters of CPC with Chinese characteristics. Apart from the preamble and the ending, the thesis consists of three chapters. Chapter One illustrates the transformation, modernization and globalization. The author discusses that the governing style should be connected with the change of the governing environment, the CPC has to face up to these changes. Chapter Two argues that the rule of law will be a new governing style for the Party. The author summarizes a few viewpoints about the rule of law. Then she put forward that the rule of law be a process of pursuit to the public order and regulations for everybody. Chapter Three explores the real governing style in the modern society. The relationship between the governing party and the three branches of the powers, i.e. the legislature, executive and judiciary, is the core of the governing style. The author underlines that the people's congress is the basic political system with a long development in China. The difference between the separation of powers and the people's congress is apparent. However, the CPC may guide to settle the disputes arising from the vague limits of authority among these three branches.Finally, the author advocates that the governing party should reform its organizations and activities to keep pace with the changing society. During the period of improving her research, she believes that her writing deserves to get more attention. At least, she is confident that the CPC will possess a steady government and make a great progress in the new era.
