Since reform and opening up, the market system has been constructed successfully in China. As an important part of market system, small town market, especially small town commodities market, has been developed rapidly. "Building a market, driving an industry, thriving economy, people becoming affluent, and the town becoming thrifty" has been the characteristic of small town market. Small town market is the main way for industrial and agricultural goods flow in small towns and rural areas. The development of small town accelerates the perfecting of market system, the development of small town currency and the course of urbanization.At present, commodities market is developed rapidly, but many problems exist in small town market developing, for instance, the lack of planning and management, redundant construction, the low level of market and so on, which need scientific planning and management to guide the canonical development of small town market. To solve the key problems, this paper analyses small town market systemically, studies the planning and management of small town market and forms the theory and way of guiding small town market building and management so as to accelerate the healthy and harmonious development of small town market. The methods of systems analysis, theory studying, historical fact statement, countermeasure studying, practice and research are applied in this paper.(1) It summarizes the status quo of urbanization stratagem and small town in China and expounds the characteristics, functions, experiences and problems of small town market. The mutually beneficial relation between small town and market is analyzed.(2) The development planning and building planning are studied emphatically. Development planning is to plan as a whole all kinds of network-distributed markets in a certain area and to set down the collectivity object and detailed scheme. After analyzing the correlative theories and the influencing factors, the composing of small town market system , way of planning and optimizing of network-distributed market system, content and approach of development planning are brought forward. Building planning means how to plan markets in small town and sub areas functions inside the market. Through analysis of the location selecting, the market location selecting, functional zoning and arrangement in markets, transportation management as well as content and ways of small town market building planning are also suggested in this paper.(3) The management of market is analyzed in many aspects, including laws and regulations regarding markets, subject and object of market management, modes of market dealing, market order and manner of market management, etc.(4) Through analyzing developing trend, opportunity and challenge of small town market, the conclusion could be achieved that small town market must be upgraded and reconstructed by innovation in function and organization, or change to modern circulation mode, so that much more effect will be exerted and the healthy development of small towns will be promoted.
