The paper researches Chinese unemployment problem from three aspects. The first is to research what unemployment is. It studies the background of Chinese unemployment facing and the significance of controlling unemployment and historic changes of Chinese unemployment. After evaluating the advantages and disadvantages of unemployment statistic system at present, it calculates Chinese unemployment rate and unemployment numbers with new way for judging Chinese unemployment situation more accurately. It still calculates the numbers of Chinese surplus labour in rural area. The second is to research what unemployment reasons are. After evaluating the unemployment theory of the western countries from various angles, it analyses the quantity reason, structure reason, technology reason, marketing reason, system reason and cycle reason in Chinese unemployment. It still researches the enduring ability of unemployment in Chinese society. The third is to research how to control serious unemployment in China. For referencing to using the experiences of other countries, it sums up their successful ways to control unemployment. It suggests to place promoting employment above everything else and regard promoting employment as basic national policy. It puts forward the strategy to control unemployment in China. It sums up the Chinese overall goal to control unemployment in the 21 early century, raising the thinking to realize full employment by three phases and policies to control unemployment. It puts forward the principles to perfect the Chinese unemployment insurance. On the base to research the unemployment statistic concept at present, it puts forward the thinking to perfect the unemployment statistics.
